Book excerpt: Through the prism of operations in Afghanistan, the author examines how the U.S. Government's Strategic Communication (SC) and, in particular, the Department of Defense's (DoD) Information Operations (IO) and Military Information Support to Operations (MISO) programs, have contributed to U.S. strategic and foreign policy objectives. It assesses whether current practice, which is largely predicated on ideas of positively shaping audiences perceptions and attitudes towards the United States, is actually fit for purpose. Indeed, it finds that the United States has for many years now been encouraged by large contractors to approach communications objectives through techniques heavily influenced by civilian advertising and marketing, which attempt to change hostile attitudes to the United States and its foreign policy in the belief that this will subsequently reduce hostile behavior. While an attitudinal approach may work in convincing U.S. citizens to buy consumer products, it does not easily translate to the conflict- and crisis-riven societies to which it has been routinely applied since September 11, 2001.

Book excerpt: Japan’s decision to attack the United States in 1941 is widely regarded as irrational to the point of suicidal. How could Japan hope to survive a war with, much less defeat, an enemy possessing an invulnerable homeland and an industrial base 10 times that of Japan? The Pacific War was one that Japan was always going to lose, so how does one explain Tokyo’s decision? Did the Japanese recognize the odds against them? Did they have a concept of victory, or at least of avoiding defeat? Or did the Japanese prefer a lost war to an unacceptable peace? Dr. Jeffrey Record takes a fresh look at Japan’s decision for war, and concludes that it was dictated by Japanese pride and the threatened economic destruction of Japan by the United States. He believes that Japanese aggression in East Asia was the root cause of the Pacific War, but argues that the road to war in 1941 was built on American as well as Japanese miscalculations and that both sides suffered from cultural ignorance and racial arrogance. Record finds that the Americans underestimated the role of fear and honor in Japanese calculations and overestimated the effectiveness of economic sanctions as a deterrent to war, whereas the Japanese underestimated the cohesion and resolve of an aroused American society and overestimated their own martial prowess as a means of defeating U.S. material superiority. He believes that the failure of deterrence was mutual, and that the descent of the United States and Japan into war contains lessons of great and continuing relevance to American foreign policy and defense decision-makers.

Book excerpt: The primary thrust of the monograph is to explain the linkage of contemporary criminal street gangs (that is, the gang phenomenon or third generation gangs) to insurgency in terms f the instability it wreaks upon government and the concomitant challenge to state sovereignty. Although there are differences between gangs and insurgents regarding motives and modes of operations, this linkage infers that gang phenomena are mutated forms of urban insurgency. In these terms, these "new" nonstate actors must eventually seize political power in order to guarantee the freedom of action and the commercial environment they want. The common denominator that clearly links the gang phenomenon to insurgency is that the third generation gangs' and insurgents' ultimate objective is to depose or control the governments of targeted countries. As a consequence, the "Duck Analogy" applies. Third generation gangs look like ducks, walk like ducks, and act like ducks - a peculiar breed, but ducks nevertheless! This monograph concludes with recommendations for the United States and other countries to focus security and assistance responses at the strategic level. The intent is to help leaders achieve strategic clarity and operate more effectively in the complex politically dominated, contemporary global security arena.

Visualizing what the future will hold, and what new threat vectors could emerge, is a task that traditional planning mechanisms struggle to accomplish given the wide range of potential issues. Understanding and preparing for the future operating environment is the basis of an analytical method known as Threatcasting. It is a method that gives researchers a structured way to envision and plan for risks ten years in the future. Threatcasting uses input from social science, technical research, cultural history, economics, trends, expert interviews, and even a little science fiction to recognize future threats and design potential futures. During this human-centric process, participants brainstorm what actions can be taken to identify, track, disrupt, mitigate, and recover from the possible threats. Specifically, groups explore how to transform the future they desire into reality while avoiding an undesired future. The Threatcasting method also exposes what events could happen that indicate the progression toward an increasingly possible threat landscape. This book begins with an overview of the Threatcasting method with examples and case studies to enhance the academic foundation. Along with end-of-chapter exercises to enhance the reader’s understanding of the concepts, there is also a full project where the reader can conduct a mock Threatcasting on the topic of “the next biological public health crisis.” The second half of the book is designed as a practitioner’s handbook. It has three separate chapters (based on the general size of the Threatcasting group) that walk the reader through how to apply the knowledge from Part I to conduct an actual Threatcasting activity. The DSB Task Force on Strategic Communication conducted its deliberations within the overall Summer Study schedule and revisited a topic that was addressed in October 2001.1 Task Force members and Government advisors are identified in Appendix B. The current Strategic Communication Task Force re-examined the purposes of strategic communication and the salience of recommendations in the earlier study. It then considered the following questions: (1) What are the consequences of changes in the strategic communication environment? (2) What Presidential direction and strategic communication means are required? (3) What should be done about public diplomacy and open military information operations? The Task Force met with representatives from the National Security Council (NSC), White House Office of Global Communications, Department of State (DOS), Department of Defense (DOD), Broadcasting Board of Governors (BBG), and the private sector (the schedule of meetings, briefings and discussions is contained in Appendix C). Based on extensive interaction with a broad range of sectors in the government, commercial, and academic worlds, as well as a series of highly interactive internal debates, we have reached the following conclusions and recommendations.
