Author Natasha Lyons describes an inclusive archaeology that rests on a flexible but rigorous approach to research design and demonstrates a responsible, ethical practice. She traces the rise and application of community archaeologies, develops a wide-ranging set of methods for community practice, and maps out a “localized critical theory” that is suited to the needs of local and descendant communities as they pursue self-defined heritage goals. Localized critical theory aims to decenter the focus on global processes of capitalism in favor of the local processes of community dynamics. Where the Wind Blows Us emphasizes the role of individuals and the relationships they share with communities of the past and present. Lyons offers an extended case study of her work with the Inuvialuit community of the Canadian Western Arctic. She documents the development of this longstanding research relationship and presents both the theoretical and practical products of the work to date. Integrating knowledge drawn from archaeology, ethnography, oral history, and community interviews, Lyons utilizes a multivocal approach that actively listens to Inuvialuit speak about their rich and textured history. Book excerpt: Results are reported of a preliminary investigation of feasibility of using wood residue to meet energy and raw material needs in the Pacific Coast States. Magnitude of needs was examined and volume of logging-residue and unused mill residue was estimated. Costs of obtaining and preprocessing logging residue for energy and pulp and particle board raw material were estimated and compared with selling values of mill residue fuel, pulp chips, and particle board. Marginally feasible energy use seemed best suited for inplant steam and power production by the wood industry, Although raw material selling values make wood residue use for products more attractive than for electric power generation, even these returns are seldom sufficient to meet the high costs of delivering logging residue for such use alone. Production of higher valued products or public absorption of extra costs of utilization can make these residue management alternatives more feasible.

Including representatives of all phases of the petroleum business, the NPC could reach deep within the industry for information on vital issues. In the last fifty-plus years, the Council has evolved into a voice of the marketplace, analyzing conditions in the petroleum industry at the request of the government and publishing its findings in reports widely considered authoritative and useful. Three uniquely qualified historians here chronicle the development and contributions of the NPC to both the energy industry and the American market. While technological advances, skyrocketing world demand, the rise of OPEC, and far-reaching regulatory initiatives have fundamentally transformed the petroleum industry's structure and operating environment, the National Petroleum Council has remained a reliable source of authoritative information. Joseph A. Pratt, William H. Becker, and William McClenahan, Jr., analyze the choices and strategies that have given the Council the adaptability and resilience to survive and remain important.
