Book excerpt: Cultivation and production of opium in Afghanistan have skyrocketed since the Taliban were toppled in 2001 such that Afghanistan now supplies 92 percent of the world's illicit opium. The expanding opium trade is threatening to destabilize the Afghan government and turn the conflict-ridden country back into a safe haven for drug traffickers and terrorists. This paper examines the nature of the opium problem in Afghanistan and analyzes the allied strategy to counter this growing crisis. In analyzing the current counternarcotics strategy, it points out pitfalls including the counterproductive aspects of opium eradication. Finally, changes to the strategy are proposed, which include increasing troop levels and eliminating national restrictions, substantially increasing financial aid, deemphasizing opium eradication, focusing on long-term alternative livelihoods, aggressively pursuing drug kingpins and corrupt government officials, and exploring the possibility of Afghanistan's entry to the licit opium market

To address these objectives, GAO obtained pertinent program documents and interviewed relevant U.S. and Afghan officials. GAO has prepared this report under the Comptroller Generals authority to conduct evaluations on his own initiative.

Book excerpt: The prevalence of opium poppy cultivation and drug trafficking in Afghanistan imperils the stability of its government and threatens to turn the conflict-ridden nation once again into a safe haven for traffickers and terrorists. To combat the drug trade, the U.S. Government developed a counternarcotics strategy consisting of five pillars -- alternative livelihoods, elimination and eradication, interdiction, law enforcement and justice, and public information. The Emergency Supplemental Appropriations Act of 2005 directed GAO to examine the use of all fiscal year 2005 funds administered by the U.S. Agency for International Development (USAID) and Department of State (State) for Afghan counternarcotics programs. To comply with this mandate, GAO examined progress under each counternarcotics pillar, challenges faced, and efforts to ensure that funds were used for intended purposes. To address these objectives, GAO reviewed pertinent USAID and State documents and met with cognizant U.S. and international officials in Washington, D.C. and Afghanistan. GAO makes no recommendations in this report. USAID, State, Department of Defense, and Department of Justice were provided a draft of this report, but did not provide formal comments.

Despite all of this money being spent, 2013 was a record-breaking year in terms of poppy cultivation in Afghanistan. Afghanistan produced over 80 percent of the world's opium last year, and the illegal drug trade is a contributing factor to many of the major challenges facing Afghanistan and the U.S. The drug trade helps to generate hundreds of millions of dollars for the Taliban and other extremist groups every year. It creates an increase in corruption, and it creates a very serious public health challenge in Afghanistan as more and more Afghans get addicted to the readily available drugs.

In spite of ongoing counternarcotics efforts by the Afghan government, the United States, and their partners, Afghanistan remains the source of over 90% of the world's illicit opium. Since 2001, efforts to provide viable economic alternatives to poppy cultivation and to disrupt drug trafficking and related corruption have succeeded in some areas. However, insecurity, particularly in the southern province of Helmand, and widespread corruption fueled a surge in cultivation in 2006 and 2007, pushing opium output to all-time highs. In 2008, poppy cultivation decreased in north-central and eastern Afghanistan, while drug activity became more concentrated in the south and west. National poppy cultivation and opium production totals dropped slightly in 2008, as pressure from provincial officials, higher wheat prices, drought, and lower opium prices altered the cultivation decisions of some Afghan poppy farmers. Some experts have questioned the sustainability of rapid changes in cultivation patterns and recommend reinforcing recent reductions to replace poppy cultivation over time.

The analysis shows that through the many years spent, the billions of U.S. dollars spent, and the lives lost, the primary reason allowing narcotics to continue to be an essential part of Afghanistan is corruption. The data analyzed came from governmental reports, academic research, and from independent think tanks. It covered the different agencies and departments that combated the narcotics industry in Afghanistan. Through the analysis of the data, it is demonstrated that combating corruption should have been the primary facet of the U.S. counter narcotics policy for Afghanistan from the beginning.
