Book excerpt: Since World War I, says Joseph McCartin, the central problem of American labor relations has been the struggle among workers, managers, and state officials to reconcile democracy and authority in the workplace. In his comprehensive look at labor issues during the decade of the Great War, McCartin explores the political, economic, and social forces that gave rise to this conflict and shows how rising labor militancy and the sudden erosion of managerial control in wartime workplaces combined to create an industrial crisis. The search for a resolution to this crisis led to the formation of an influential coalition of labor Democrats, AFL unionists, and Progressive activists on the eve of U.S. entry into the war. Though the coalition's efforts in pursuit of industrial democracy were eventually frustrated by powerful forces in business and government and by internal rifts within the movement itself, McCartin shows how the shared quest helped cement the ties between unionists and the Democratic Party that would subsequently shape much New Deal legislation and would continue to influence the course of American political and labor history to the present day.

Shelton Stromquist profiles the movement's work in diverse arenas of social reform, politics, labor regulation and so-called race improvement. While these reformers emphasized different programs, they crafted a common language of social reconciliation in which an imagined civic community--"the People"--would transcend parochial class and political loyalties. But efforts to invent a society without enduring class lines marginalized new immigrants and African Americans by declaring them unprepared for civic responsibilities. In so doing, Progressives laid the foundation for twentieth-century liberals' inability to see their world in class terms and to conceive of social remedies that might alter the structures of class power.

However, there was substantial debate about free speech issues between the Civil War and World War I. Important free speech controversies, often involving the activities of sex reformers and labor unions, preceded the Espionage Act of 1917. Scores of legal cases presented free speech issues to Justices Holmes and Brandeis. A significant organization, the Free Speech League, became a principled defender of free expression two decades before the establishment of the ACLU in 1920. World War I produced a major transformation in American liberalism. Progressives who had viewed constitutional rights as barriers to needed social reforms came to appreciate the value of political dissent during its wartime repression. They subsequently misrepresented the prewar judicial hostility to free speech claims and obscured prior libertarian defenses of free speech based on commitments to individual autonomy.

David Brian Robertson skillfully demonstrates that although most industrializing nations began to limit employer freedom and regulate labor conditions in the 1900s, the United States continued to allow total employer discretion in decisions concerning hiring, firing, and workplace conditions. Robertson argues that the American constitution made it much more difficult for the American Federation of Labor, government, and business to cooperate for mutual gain as extensively as their counterparts abroad, so that even at the height of New Deal, American labor market policy remained a patchwork of limited protections, uneven laws, and poor enforcement, lacking basic national standards even for child labor.
