Book excerpt: China has a determined, yet still modest, program of civilian space activities planned for the next decade. The potential for U.S.-China cooperation in space -- an issue of interest to Congress -- has become more controversial since the January 2007 Chinese anti-satellite test. The test reinforced concerns about Chinese intentions in outer space and jeopardized space assets of more than two dozen countries by creating a large cloud of orbital space debris. Some argue that Chinese capabilities now threaten U.S. space assets in low earth orbit. Others stress the need to expand dialogue with China. This report outlines recent activities and future plans in China's civilian space sector. It also discusses benefits and trade-offs of possible U.S.-China collaboration in space, as well as several options to improve space relations, including information exchange, policy dialogue, and joint activities. Following an introduction, sections discuss China's Human Space Flight Program; China's Lunar Exploration Activities; and U.S.-China Space Cooperation, including the Challenges of Cooperating with China, the Benefits of Cooperating with China, and Options for Possible Cooperation. Book excerpt: The announced rebalance towards the Pacific by the United States comes with a renewed effort to establish partnerships and adopt a cooperative posture with not just friends and partners in the region, but also with potential adversaries. Despite U.S. policy clearly stressing the importance of expanded partnerships and cooperation with China, there is a continued adversarial posture maintained by the U.S. in the space realm. Failing to cooperate with China will result in a contested and congested space environment that will lead to catastrophic and irreversible consequences. Additionally, the exorbitant cost associated with space acquisition, combined with the very robust inventory of systems providing capabilities to end-users is not sustainable in the current fiscal environment. A U.S.-China space partnership comes with risk, however, these risks do not outweigh the advantages of a positive U.S.-China relationship, nor do they outweigh the consequences of a failure to establish this relationship.

The ambivalent nature of the U.S.-China relationship, however, assures that over the long term China's rise as a space power will present challenges to the United States. Militarily, China's improved remote sensing capabilities and launch tempos require the U.S. military to prepare to counteract China's use of space in a potential conflict over Taiwan. Commercially, China's lower labor costs and mercantilist approach to space could establish China as a competitive market force. Politically, U.S. diplomats must recognize the role Chinese space activities plays in diplomacy and be prepared to ameliorate cooperative activities that impinge on U.S. national security. Despite these drawbacks, cooperation with China cannot be ruled out. Cooperation can improve scientific research, increase safety, and make an opaque program more transparent, but should not directly improve China's military or commercial capabilities. Consequently, the U.S. response to China's rise as a space power should take a balanced approach in which challenges are managed and opportunities exploited.

Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. Book excerpt: As two of the three nations to develop the ability to launch astronauts into space, the United States and China rank among the world's principle space-faring powers and as such bear an immense responsibility to ensure the safe, equitable, and sustainable development of the space domain. This paper will argue maintaining a stable and transparent bilateral space relationship with China is essential to the strategic, economic, and civil space objectives of the United States. As such, the United States should adopt a pragmatic approach to space engagements with China. Under this model, the United States would view China's long march into space in a sensible and realistic manner by expanding bilateral cooperation with China in space based on practical rather than theoretical considerations. This could be accomplished by developing bilateral space cooperation with China at the micro, individual policy level. That is to say, the United States and China can cooperate bilaterally in space through dialogue, treaties, and the like without necessarily carrying out joint activities in space or other large scale space collaboration at a macro-level. Expanding cooperation at the micro level would require the United States Congress to repeal or revise the Wolf Amendment to allow NASA and OSTP to lead bilateral space cooperation efforts to ensure that development of the space domain is safe and sustainable.

If current trends continue, the Asian civilian space competition could become a military race. To better understand these emerging dynamics, James Clay Moltz conducts the first in-depth policy analysis of Asia's fourteen leading space programs, concentrating especially on developments in China, Japan, India, and South Korea. Moltz isolates the domestic motivations driving Asia's space actors, revisiting critical events such as China's 2007 antisatellite weapons test and manned flights, Japan's successful Kaguya lunar mission and Kibo module for the International Space Station (ISS), India's Chandrayaan lunar mission, and South Korea's astronaut visit to the ISS, along with plans to establish independent space-launch capability. He investigates these nations' divergent space goals and their tendency to focus on national solutions and self-reliance rather than regionwide cooperation and multilateral initiatives. Taking a balanced look at the issues that have contributed to the decline of America's manned space program, such as lack of political support and funding, Johnson-Freese offers not only a critique but also a plan for enhancing U.S. space security through cooperation rather than competition. She begins with a brief overview of the history of international space development through four eras: before Sputnik, the space race, after Apollo, and globalization. Then she focuses on how policy changes of the mid-1990s have changed the nation, examining why the United States has grown obsessed with the development of space technology not just as a tool for globalization but as a route toward expanding an already dominant arsenal of weapons. Presentations and initial discussion focused on past and present experiences in international cooperation and competition to identify "lessons learned." Those lessons learned were then used as the starting point for subsequent discussions on the most effective ways for structuring future cooperation or coordination in space and Earth science research and space exploration. The goal of the workshop was not to develop a specific model for future cooperation or coordination, but rather to explore the advantages and disadvantages of various approaches and stimulate further deliberation on this important topic.

Since 2014, China and Russia have strengthened their relationship, increasing political, military, and economic cooperation. In this report, the authors seek to understand the history of cooperation between Beijing and Moscow, the drivers of and constraints on the relationship, the potential future of cooperation between China and Russia, the impact of the Chinese-Russian relationship on the United States, and implications for future U.S. policy. The authors find that the main motivations for closer 21st century cooperation between China and Russia are the declining relative power of the United States and the persistent perceived threat from the United States to both China and Russia. If current trends continue, the authors expect the collaborative relationship between China and Russia to be sustained. Absent major (and likely undesirable) changes in U.S. policy, there is little the U.S. government or Army can do to influence the trajectory of the China-Russia relationship. The U.S. military can prepare for the results of greater Sino-Russian cooperation, including by expecting further diffusion of Chinese and Russian military equipment, additional joint planning and exercises, potential joint basing, and eventually the possibility of joint military operations.--page 4 of cover.
