Book excerpt: The Air Force Visibility and Management of Operating and Support costs (VAMOSC) Program, HQ AFLC/MML(VAMOSC), Wright-Patterson Air Force Base, Ohio, is the Office of Primary Responsibility for the VAMOSC data system within the Air Force. It is tasked with establishing an automated, historical data base for operating and support (O & S) costs for aircraft weapon systems, components, and ground communication-electronics equipment. The present VAMOSC Program comprises three subsystems: the Weapons Systems Support Cost (WSCS), and the Ground Communications-Electronics (C-E) Systems. The VAMOSC Program is a relatively new O & S cost-data resource. The data are to be used by the Air Force logistics and cost communities to perform life-cycle analyses, trade-off analyses, system comparisons, and similar studies. The first step in the development of the computer-based training (CBT) modules was to conduct a task analysis. Fourteen processes were identified in the Statement of Work (SOW) as areas in which VAMOSC data might have application. The SOW specified that a task analysis be conducted for each process, with an Information Processing Analysis method being used to obtain the required information.

Book excerpt: This Training Plan provides the concepts and planned actions to be followed by the Air Force VAMOSC Program Office to train the VBAMOSC user community in employing the data provided by the VAMOSC Program in their job functions. The purpose of this training plan is to identify the actions required to develop and implement training for the VAMOSC Program. It identifies the personnel and resources required to support the training, the responsibilities of the offices involved in implementing the training and the personnel to be trained. The objective of this program is to establish and maintain for a minimum of ten years, a data base of operating and support (O & S) costs on existing weapon systems in the Air Force inventory for historical reference. The VAMOSC Program consists of three cost collecting data systems structured to meet the requirements of the Cost Analysis Improvement Group (CAIG) guidelines. These are: 1) the Weapons System Support Cost (WSSC) data system - relegates 0 & S costs to approximately 150 aircraft at the Mission Design Series level; 2) the Communications-Electronics (C-E) data system - relegates 0 & S cost on 1500 end items of ground based communications/electronics systems at the Type Model Series level; and 3) The Component-Support Cost System (CSCS) data system - provides 0 & S costs on aircraft components at the National Stock Number/five digit Work Unit Code level.

Book excerpt: The U.S. Air Force Visibility and Management of Operating and Support Costs (VAMOSC) Program Office is responsible for the development of the Air Force VAMOSC data systems. VAMOSC currently consists of three data systems that collect and report the operating and support (O & S) costs for USAF aircraft at the mission/design/series level, components of aircraft systems at the work unit code level, and ground communications-electronics systems at the type/model/series level. The three data systems are: Weapon System Support Cost (WSSC), Component Support Cost System (CSCS), and Ground Communications-Electronics (C-E). The Air Force has several uses for VAMOSC data, including (1) to support planning and budgetary input to the Defense System Acquisition Review Council (DSARC) process for acquisition of new weapons systems, and (2) to aid the Program Objective Memorandum (POM) process to identify existing systems for possible modification. The objective of Task 1 is to identify the current and future data requirements imposed on the VAMOSC system. The data requirements will drive the evaluation of alternative technologies that will process and store VAMOSC-produced data. We employed two techniques to obtain the desired information: (1) a survey of the current and potential VAMOSC user community, and (2) measurement of the current VAMOSC data systems.

Book excerpt: Visibility and Management of Operating and Support Costs (VAMOSC) is a program initiated by the Office of the Secretary of Defense (OSD) in order to ensure that each Military Department gathers, tracks, and computes operating and support costs by weapon system. VAMOSC II is an Air Force management information system which is responsive to the OSD initiative. It uses information from existing Air Force systems to satisfy both Air Force and OSD needs for certain weapon system operating and support (O & S) costs. The Component Support Cost System (CSCS of VAMOSC II gathers and computes support costs by assembly/subassembly and relates those costs back to the end item or weapon system. CSCS replaces the Logistic Support Cost (LSC) model of K051 (AFLCR 400-49) for aircraft and engines. This report also provides a vehicle for presentation of an analysis of the survey of CSCS users. Finally, the project engendered several recommendations which relate to the Component Support Cost System as a whole, rather than to any particular algorithm. They are provided here.

Book excerpt: In examining the data collected during the interviews, it became clear that the people who needed to know the most about the VAMOSC program, actually knew the least. A comprehensive training program will do much to alleviate the reasons for nonutilization of VAMOSC: lack of knowledge of the VAMOSC program, lack of data, and lack of confidence in the data. In order to establish VAMOSC as a credible program within the user community it is important that open communications be maintained between the VAMOSC Program Office and the users. If training is developed and updated as the VAMOSC system matures, the user will be able to selectively and positively use VAMOSC to support his job functions.

The Comprehensive Engine Management System CEMS, D042, is a centralized data base system used by the U.S. Air Force to manage and control the propulsion engine inventory. Categories of engines controlled by D042 include primary engines which propel aircraft and certain air launched cruise missiles and secondary engines which are used in support and ground power equipment. D042A is the transaction based Status and Reporting Subsystem of CEMS which records up-to-date engine ownership, location, and movement. D042A is the major source of data on engine generations, also referred to as Not Repairable This Station (NRTS), from bases to organic and commercial depots for rework. It is also a major data source for the Visibility and Management of Operating and Support Costs (VAMOSC) system.

Book excerpt: The Department of Defense has long recognized that the total cost of fielding new weapon systems is not nearly expressed in initial design, development, and acquisition costs. Inquiry has shown that Operating and Support (O & S) costs exceed the initial acquisition costs and thus, must be considered in the decision matrix when new or modified weapon systems are proposed. There has been, however, no clear visibility of O & S costs available for use in the decision process. The military services were directed to develop a system to present Visibility and Management of Operating and Support Costs (VAMOSC). This direction was provided in a Management by Objective (MBO) Initiative 9-2 and contained three parts; O & S costs by weapon system, to portray costs by major subassembly or components, and to portray these costs in standard accounting elements across all weapon systems. The Air Force System will be comprised of three parts: (1) a weapon system portrayal for aircraft at the MDS level called, Weapons Systems Support Cost; (2) a second element which addresses O & S costs for Communications-Electronic (C-E) equipment at the TMS level; and (3) a component of the VAMOSC system that will report O & S costs for subassemblies of MDS or TMS systems. The Air Force VAMOSC II effort is scheduled for full implementation in mid-1982.

Book excerpt: The USAF Visibility and Management of Operating and Support Cost (VAMOSC) system is an information system which reports historical O&S costs of Air Force weapon systems. Source data for VAMOSC comes from a number of USAF financial, logistics, inventory, and operating systems. This centralization and consolidation of O&S cost data provides information that helps weapon system managers and planners make better decisions for DoD and USAF in the operation, maintenance, and management of weapon systems. In earlier analysis, flyaway costs, flying hours, number of aircraft and aircraft fleet age were identified as important variables for explaining and predicting O&S Costs. The earlier models need to be re-estimated to determine whether aircraft types and operation mission types are applicable and how they have separate effects on O&S costs. This thesis shows that the structure of the earlier models continues to be applicable. The models, therefore, are a useful tool for understanding the determinants of O&S cost.
