Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. A key contributing factor is the lack of sufficient technical knowledge within the Air Force concerning the systems being acquired to ensure success. To examine this issue, the Assistant Secretary of the Air Force for Acquisition requested that the Air Force Studies Board of the National Research Council undertake a workshop to identify the essential elements of the technical baseline - data and information to establish, trade-off, verify, change, accept, and sustain functional capabilities, design characteristics, affordability, schedule, and quantified performance parameters at the chosen level of the system hierarchy - that would benefit from realignment under Air Force or government ownership, and the value to the Air Force of regaining ownership under its design capture process of the future. Over the course of three workshops from November 2014 through January 2015, presenters and participants identified the barriers that must be addressed for the Air Force to regain technical baseline control to include workforce, policy and process, funding, culture, contracts, and other factors and provided a terms of reference for a possible follow-on study to explore the issues and make recommendations required to implement and institutionalize the technical baseline concept. Owning the Technical Baseline for Acquisition Programs in the U.S. Air Force summarizes the presentations and discussion of the three workshops.

We ushered in the first F-35s at Hill AFB, began preparations for the first KC-46 Reserve unit bed down at Seymour Johnson Air Force Base and helped with the last Global Positioning System IIF launch. These events represent a small fraction of our operations this year, but demonstrate our ability to remain an integrated, flexible and combat ready force today and in the future. In today's rapidly shifting security environment, it is imperative that we continue to look to the future to determine how to build the future force, develop the team and recapitalize our fleet. As a result, the Air Force faces increasing difficulty in succinctly and effectively communicating the complexity, dynamic range, and strategic importance of its mission to Airmen and to the American people. To address this concern, the Chief of Staff of the USAF requested that the National Academies of Sciences, Engineering, and Medicine convene a workshop to explore options on how the Air Force can effectively communicate the strategic importance of the Service, its mission, and the role it plays in the defense of the United States. Participants worked to address the issues that a diverse workforce encompassing a myriad of backgrounds, education, and increasingly diverse current mission sets drives the requirement for a new communication strategy. The demographics of today's Air Force creates both a unique opportunity and a distinct challenge to Air Force leadership as it struggles to communicate its vision and strategy effectively across several micro-cultures within the organization and to the general public. This view begins with his perspectives and insights as an Air Force Academy cadet and continues with his progression through company and field grade ranks. It also includes special insights gained while serving on the Secretary of Defense's Diversity Task Force as the Deputy Director of the Defense Business Practice Implementation Board. The author's view of diversity has been bolstered by face to face interviews with five former African American Air Force four-star generals and numerous current and former African American generals in the Air Force and the Army. The author's views are also influenced by numerous discussions with former graduates of the US Air Force Academy, his work with the Tuskegee Airmen chapters and his own detailed research into the biographies of former Air Force Chiefs of Staff and former Strategic, Tactical and Air Combat Command Commanders. The title might imply that the "Black Ceiling" has been put in place on purpose by senior Air Force leaders... the reader will find out that isn't the case. The reader however will find out that there are very distinct remnants of an intricate system of exclusionary development practices, cultural practices, stereotypes and biases that have served to keep the ceiling in place for African American men throughout the Air Force's existence. The author redefines diversity in an effort to show that certain doors in the US Air Force still remain solidly closed to African Americans in 2016. Previous definitions of diversity allowed the Air Force to appear successful if it had a black four-star general on the roster. The author's definition keys in on diversity in the fighter pilot ranks. This is a critical distinction. It is a pivotal distinction to point out that until 2015 the Air Force has never had so much as a three-star general in charge of fighter or bomber forces in Tactical, Strategic, or Air Combat Command or in US Air Forces Europe. There has never been a four-star commander of any of these commands. A generation of fighting the Cold War in Europe. Nearly a generation of war-fighting in Iraq. With no African American three-star generals leading the fight until 2015. The author will show that the Air Force has a history of picking its Chiefs of Staff, its Commanders of Tactical, Strategic, Air Combat and US Air Forces Europe from general officers who were proven in the fight. The author shows in detail the selective and exclusionary development of non-minority officers from the time of commission, only to point to changes that must be made to change diversity where it is needed most: fighter pilot general officers. The target audience for this book is those who recognize that the Air Force is a great institution that can be made better. Those who might be in a position to influence or even make the changes recommended in this book to make the Air Force better than it has ever been.
