Book excerpt: This book summarises for the first time all relevant methodologies for type-based flood statistics, introduces the basis of flood typology and makes them accessible to the user. Flood types improve the understanding of the flood-generating processes and characterise the flood event in terms of its features such as peak, volume and hydrograph shape. In addition, they can also significantly expand the information used in flood statistics and add valuable flood characteristics to the determination of design floods, especially the determination of flood scenarios relevant for reservoir management. A detailed framework with all aspects of point and spatial statistics as well as regionalisation is presented, and examples illustrate the benefit of the proposed methodology. The target audience is both users in associations and engineering offices, as type-based statistics are increasingly becoming part of the specifications, and researchers, as this is a current field of research.

Book excerpt: Sacramento, California, has grown literally at the edge of the Sacramento and American Rivers and for 150 years has struggled to protect itself from periodic floods by employing structural and land management measures. Much of the population lives behind levees, and most of the city's downtown business and government area is vulnerable to flooding. A major flood in 1986 served as impetus for efforts by federal, state, and local entities to identify an acceptable and feasible set of measures to increase Sacramento's level of safety from American River floods. Numerous options were identified in 1991 by the U.S. Army Corps of Engineers (USACE) in a report known as the American River Watershed Investigation. Due to the controversial nature of many of the alternatives identified in that report, study participants were not able to reach consensus on any of the flood control options. In response, the Congress directed the USACE to reevaluate available flood control options and, at the same time, asked the USACE to engage the National Research Council (NRC) as an independent advisor on these difficult studies. In 1995 NRC's Committee on Flood Control Alternatives in the American River Basin issued Flood Risk Management and the American River Basin: An Evaluation. This report outlined an approach for improving the selection of a flood risk reduction strategy from the many available.

Book excerpt: The study of disaster statistics and disaster occurrence is a complicated interdisciplinary field involving the interplay of new theoretical findings from several scientific fields like mathematics, physics, and computer science. Statistical studies on the mode of occurrence of natural disasters largely rely on fundamental findings in the statistics of rare events, which were derived in the 20th century. With regard to natural disasters, it is not so much the fact that the importance of this problem for mankind was recognized during the last third of the 20th century - the myths one encounters in ancient civilizations show that the problem of disasters has always been recognized - rather, it is the fact that mankind now possesses the necessary theoretical and practical tools to effectively study natural disasters, which in turn supports effective, major practical measures to minimize their impact. All the above factors have resulted in considerable progress in natural disaster research. Substantial accrued material on natural disasters and the use of advanced recording techniques have opened new doors for empirical analysis. However, despite the considerable progress made, the situation is still far from ideal. Sufficiently complete catalogs of events are still not available for many types of disasters, and the methodological and even terminological bases of research need to be further developed and standardized. The present monograph summarizes recent advances in the field of disaster statistics, primarily focusing on the occurrence of disasters that can be described by distributions with heavy tails. These disasters typically occur on a very broad range of scales, the rare greatest events being capable of causing losses comparable to the total losses of all smaller disasters of the same type. Catastrophic flooding from recent hurricanes, including Superstorm Sandy in New York (2012) and Hurricane Harvey in Houston (2017), caused billions of dollars in property damage, adversely affected millions of people, and damaged the economic well-being of major metropolitan areas. Flooding takes a heavy toll even in years without a named storm or event. Major freshwater flood events from 2004 to 2014 cost an average of $9 billion in direct damage and 71 lives annually. These figures do not include the cumulative costs of frequent, small floods, which can be similar to those of infrequent extreme floods. Framing the Challenge of Urban Flooding in the United States contributes to existing knowledge by examining real-world examples in specific metropolitan areas. This report identifies commonalities and variances among the case study metropolitan areas in terms of causes, adverse impacts, unexpected problems in recovery, or effective mitigation strategies, as well as key themes of urban flooding. It also relates, as appropriate, causes and actions of urban flooding to existing federal resources or policies.
