Following on from a NAO report (HC 458, session 2005-06 (ISBN 0102935696) published in October 2005, the Committee's report examines how the Home Office, the Prison Service and the National Offender Management Service (which has responsibility for managing and accommodating prisoners) are dealing with the challenges involved in accommodating this record number of prisoners, the construction and use of temporary accommodation and the impact on the delivery of education and other training for prisoners. The Committee makes a number of conclusions and recommendations including in relation to: the deportation of foreign nationals, the use of alternatives to remand such as electronic tagging, contingency planning to ensure greater flexibility in accommodation plans including pilot testing new accommodation to identify possible problems early on, the application of best practice in anti-suicide monitoring measures, and the impact of moving prisoners around the prison estate on their training needs.

Yet Britain's legislative process is often seen as executive-dominated, and parliament as relatively weak. As this book shows, such impressions can be misleading. Drawing on the largest study of its kind for more than forty years, Meg Russell and Daniel Gover cast new light on the political dynamics that shape the legislative process. They provide a fascinating account of the passage of twelve government bills - collectively attracting more than 4000 proposed amendments - through both the House of Commons and House of Lords. These include highly contested changes such as Labour's identity cards scheme and the coalition's welfare reforms, alongside other relatively uncontroversial measures. As well as studying the parliamentary record and amendments, the study draws from more than 100 interviews with legislative insiders. Following introductory chapters about the Westminster legislative process, the book focuses on the contribution of distinct parliamentary 'actors', including the government, opposition, backbenchers, select committees, and pressure groups. It considers their behaviour in the legislative process, what they seek to achieve, and crucially how they influence policy decisions. The final chapter reflects on Westminster's influence overall, showing this to be far greater than commonly assumed. Parliamentary influence is asserted in various different ways - ranging from visible amendments to more subtle means of changing government's behaviour. The Department recalculates each award annually and has identified that for 2003-04 it overpaid some £2.2 billion to 1.9 million families. It believes that 2004-05 will see a similar level of overpayment. This is partly due to the nature of the scheme where awards are provisionally based on previous income whilst the final award is based on actual income. However the level of overpayment has been higher than was initial estimated and repayments have caused distress to some families. This report looks at measures being taken to reduce overpayments; claimant error and fraud; and the settlement with EDS over problems with the computer system. The Committee attaches great importance to this subject and wish to return to it in the future.

It is a form of Public-Private Partnership with a national joint venture, Partnerships in Health, that oversees and invests in it. The total capital value of the first tranche of buildings was £711 million and the average cost of a building was £5 million. 90% of the capital is provided by debt and the properties are owned by the LIFTCo, with income being generated by rent payments from tenants such as GPs, Primary Care Trust, pharmacies and the local authority. This report examines whether the programme has been implemented effectively.

However their high use can have a detrimental impact on patient care and satisfaction. In 2001 the Department of Health anticipated that a growth in the NHS workforce would lead to a decline in the use of temporary staff but in spite of this intention temporary nurses still account for the same percentage of the nursing budget (around 9%). On the basis of a report by the Comptroller and Auditor General, the Committee has investigated the extent of the use of temporary nurses; whether the process is properly planned and managed; and whether there are safety and quality implications. One of the conclusions is that there has a lack of planning and it is only as a result of the problem with deficits that the NHS has taken a more co-ordinated approach

Book excerpt: This report from the Committee of Public Accounts provides information on the time, cost and performance of the 20 largest projects of the Ministry of Defence where the main investment decision (known as Main Gate) has been taken. This report follows on from a two volume NAO report published in November 2006 (HCP 23-I/23-II, 06/07 - ISBNs 9780102943740; 9780102943733), into the major projects of the Ministry of Defence. Evidence was taken by the Committee based on the NAO report, covering three main issues: the impact of the cost saving measures identified by the Departmental reviews in 2005-06; the performance of individual projects; the Department's initiatives to improve acquisition performance. The Department undertook a review of the 20 post-Main Gate projects, which reduced costs by £781 million. With £91 million a HM Revenue & Customs rebate, and £242 million the result of better management of commercial and contractual arrangements. But, £448 million of the costs were reclassified as expenditure in other procurement or support budgets or towards corporate management. The re-allocations have, according to the Committee, achieved cost reductions for individual projects, but do not represent a saving for the Department as a whole. Total forecast costs for the approved projects amounts to £27 billion, some 11% over budget. Forecast in-service dates slipped 33 months in-year, and there is a cumulative delay of 433 months for projects over their lives so far. The Department is now placing increased emphasis on through life management of Defence projects, involving the life-cycle management of the projects, services and activities.

Book excerpt: In January 2004, the Inland Revenue entered into a contract with Capgemini to provide IT services to support the Department's business. The contract, known as ASPIRE (Acquiring Strategic Partners for the Inland Revenue), replaced two previous contracts with EDS and Accenture and, following the merger of the Inland Revenue and HM Customs & Excise in 2005, the latter's IT services contract with Fujitsu was incorporated within ASPIRE in April 2006. This change from one supplier to another was the first of this scale in the public sector, and the contract provides wider lessons for the public sector in re-competing major contracts, particularly relating to the payment of transition costs. The cost of the contract has risen from £2.83 billion to £8.5 billion over the 10 year term. Following on from a NAO report on this topic (HCP 938, session 2005-06; ISBN 9780102939170) published in July 2006, the Committee's report examines the procurement process, the transition to a new supplier and the performance of the ASPIRE contract to date. Findings include: i) before concluding the deal, the Department should have evaluated bids against a range of demands for IT services and analysed the effect of different scenarios on suppliers' prices and profit margins; ii) it should have evaluated the performance of consultants and the lessons to be learned from their use, not only for their own benefit but for that of other departments; iii) by contributing to bid costs and paying transition costs to secure competition for the contract, the Department incurred a premium of £51.9 million; iv) it should set more challenging performance targets to impose sufficient discipline on suppliers; and v) the Government should not be placed in the invidious position of having to commission further work from a contractor in order to recover compensation for underperformance.

Book excerpt: The Government's Efficiency Programme is designed to achieve ongoing efficiency gains across the public sector of £21.5 billion a year by 2007-08 to improve front line services, to reduce Civil Service posts by more than 70,000 and to reallocate a further 13,500 posts to front line services.Departments are responsible for delivering and quantifying the efficiencies achieved while the Office of Government Commerce (OGC) checks the robustness of figures put forward and provides support to help departments deliver their gains. On 26 February the Committee took evidence on the £13.3 billion of annual efficiency gains departments had reported up to 30 September 2006. While some of these reported gains are robust, almost £10 billion of reported efficiency gains remain uncertain. On the basis of a Report by the Comptroller and Auditor General,evidence was taken from OGC and the Treasury on four main issues: the measurement of efficiency gains and headcount reductions; the effects of efficiency projects on service quality; the management of the Programme; and embedding a culture of efficiency into the public sector.

Book excerpt: This report examines how lessons learnt from the introduction of ePassports will be incorporated into future projects; the cost of authenticating applicants' identities; passport fee trends; the measures being taken by the Identity and Passport Service (IPS) to hold down passport fees; and working with others to reduce costs and improve border security. An ePassport contains an electronic chip storing biographical data and a digital facial image of the passport holder. From 2009 new second generation ePassports will incorporate the fingerprints of the passport holder. Passport fees have risen ahead of inflation since September 2003 to fund ePassport technology and other projects intended to improve the security of the UK passport. From 2009 all passport applicants will have to attend in person to provide fingerprints for inclusion in second generation ePassports. The set-up cost of data collection, validation and storage necessary to introduce these changes will be substantial. During 2007 IPS has been introducing personal interviews at its 69 new interviewing offices for first time adult passport applicants. At least one of the 69 offices is intended to be within an hour's travel by public or private transport for 95% of the UK population (except in remote locations). But elderly and disabled people may still face difficulties in making the journey. With the introduction of second generation ePassports, all applicants will need to attend a local office to give their fingerprints. The long term durability of the chip embedded in the ePassport book is unproven.
