This book was released on 2021-12-29 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twenty-second session online, from 22 to 25 June 2021. The session was attended by delegates from 19 Mediterranean contracting parties, 11 observers, as well as representatives of the Food and Agriculture Organization of the United Nations (FAO) Fisheries Division, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2019–2021 intersession, including within the framework of the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries and in light of the COVID-19 pandemic, and provided advice on status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. In line with the subregional approach, the Committee formulated advice focusing on: i) small pelagic and priority demersal fisheries in the Adriatic Sea; ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean; iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean; iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems; and v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures; ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats; and iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021–2023.

Book Virtues and Fallacies of VAT An Evaluation after 50 Years

Download or read book Virtues and Fallacies of VAT An Evaluation after 50 Years written by Robert F. van Brederode and published by Kluwer Law International B.V.. This book was released on 2021-08-09 with total page 615 pages. Available in PDF, EPUB and Kindle. Book excerpt: Value-added tax (VAT) is a mainstay of revenue systems in more than 160 countries. Because consumption is a more stable revenue base than other tax bases, VAT is less distorting and hence more likely to encourage investment, savings, optimum labor supply decisions, and growth. VAT is not without criticism however, and faces its own specific technical and policy challenges. This book, the first to thoroughly evaluate VAT from a global policy perspective after over 50 years of experience with its intricacies, offers authoritative perspectives on VAT’s full spectrum—from its signal successes to the subtle ways its application can undermine revenue performance and economic neutrality. The contributors—leading tax practitioners and academics—examine the key policy issues and topics that are crucially relevant for measuring the success of the tax in the first part of the book, including: revenue generation and revenue efficiency; single rate versus multiple rates; susceptibility to fraud; exemptions and exceptions; compliance cost for businesses; policy and compliance gaps in revenue collection; adjustment rules caused by the transactional nature of the tax; transfer pricing issues; treatment of vouchers; permanent establishments and holding companies; payment of refunds; cross-border digital transactions; and supplies for free or below cost price. The second part offers six country reports—on New Zealand, Japan, China, Colombia, Ethiopia, and India—to demonstrate the different ways in which VAT operates in a variety of national economies. Whether a government is contemplating the imposition of a general consumption tax for the first time or new rules for applying an existing one, it is important for policymakers to keep central the aim to design a tax that realizes optimal efficiency and causes minimal distortions. This invaluable book serves as an expert guide to VAT policy development in this area. It will be welcomed not only by concerned government officials but also by tax professionals (both lawyers and accountants) and academics in tax law.

Download or read book Self Determination as Voice written by Natalie Jones and published by Cambridge University Press. This book was released on 2024-01-18 with total page 361 pages. Available in PDF, EPUB and Kindle. Book excerpt: Self-Determination as Voice addresses the relationship between Indigenous peoples' participation in international governance and the law of self-determination. Many states and international organizations have put in place institutional mechanisms for the express purpose of including Indigenous representatives in international policy-making and decision-making processes, as well as in the negotiation and drafting of international legal instruments. Indigenous peoples' rights have a higher profile in the UN system than ever before. This book argues that the establishment and use of mechanisms and policies to enable a certain level of Indigenous peoples' participation in international governance has become a widespread practice, and perhaps even one that is accepted as law. In theory, the law of self-determination supports this move, and it is arguably emerging as a rule of customary international law. However, ultimately the achievement of the ideal of full and effective participation, in a manner that would fulfil Indigenous peoples' right to self-determination, remains deferred.

Book State and Nation in the United Kingdom

Download or read book State and Nation in the United Kingdom written by Michael Keating and published by Oxford University Press. This book was released on 2021 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United Kingdom has often been seen as a unitary nation-state. This book argues that it should be understood as a plurinational union in which the key elements of demos, telos, and ethos are contested. Except in the mid-twentieth century, its territorial boundaries have been contested and the matter of sovereignty has never definitely been settled. Since the end of the twentieth century, devolution to Scotland, Wales, and Northern Ireland has made this more apparent. With the weakening of the British national project, tensions between the centre and the peripheral nations have grown, greatly exacerbated by Brexit. Eurosceptics have long argued that membership of the European Union is inconsistent with the sovereignty of the British people and Parliament. On another reading, however, both the UK and the EU are plurinational unions and highly compatible. The EU, indeed, served as an important external support system for the devolution settlement. Brexit destabilizes it. Unionism historically served as a doctrine and a set of practices seeking to reconcile a unitary state with a plurinational reality. Since devolution, it has struggled to come to terms with the new constitutional reality or embrace the idea of shared sovereignty. The Union is under increasing strain but there is no simple way of resolving these strains, either by secession of the component nations, or a return to the unitary state. The peoples of these islands need to find new constitutional concepts for living together in a world in which traditional ideas of national sovereignty have lost their relevance.

Book Public Procurement Regulation in a Crisis

Download or read book Public Procurement Regulation in a Crisis written by Sue Arrowsmith and published by Bloomsbury Publishing. This book was released on 2021-11-04 with total page 560 pages. Available in PDF, EPUB and Kindle. Book excerpt: This timely book provides the first systematic analysis of global public procurement regulation and policy during and beyond the COVID-19 pandemic. Through both thematic chapters and national case studies, this book: - explores the adequacy of traditional legal frameworks for emergency procurement; - examines how governments and international organisations have responded specifically to the pandemic; and - considers how the experience of the pandemic and the political impetus for reform might be leveraged to improve public procurement more broadly. Public procurement has been critical in delivering vital frontline public services both in the health sector and elsewhere, with procurement of ventilators, protective equipment and new hospitals all hitting the headlines. At the same time, procurers have faced the challenge of adjusting existing contracts to a new reality where, for example, some contracted services can no longer operate. Further, efficient and effective procurement will be an essential, and not a luxury, in the economic recovery. With case studies on Italy, the UK, the USA, India, Singapore, Africa, Latin America and China, the book brings together the world's leading academics and practitioners from across Europe, the Americas, Asia and Africa to examine these issues, providing an essential resource for policy makers, legislators, international organisations and academics.

Book Fallen Monuments and Contested Memorials

Download or read book Fallen Monuments and Contested Memorials written by Juilee Decker and published by Taylor & Francis. This book was released on 2023-07-05 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fallen Monuments and Contested Memorials examines how the modification, destruction, or absence of monuments and memorials can be viewed as performative acts that challenge prescribed, embodied narratives in the public realm. Bringing together international, multidisciplinary approaches, the chapters in this volume interrogate the ways in which memorial constructions disclose implicitly and explicitly the proxy battle for public memory and identity, particularly since 2015. Acknowledging the ways in which the past — which is given agency through monuments and memorials — intrudes into daily life, this volume offers perspectives from researchers that answer questions about the roles of monuments and memorials as persistent, yet mutable, works whose meanings are not fixed but are, rather, subject to processes of continual re-interpretation. By using monuments and memorials as lenses through which to view race, memory, and the legacies of war, power, and subjugation, this volume demonstrates how these works, and their visible representations of entitlement, possession, control, and authority, can offer the opportunity to pose and answer questions about whose memory matters and what our symbols say about who we are and what we value. Fallen Monuments and Contested Memorials is essential reading for scholars and students studying cultural heritage, history, art history, and public history. It will be particularly useful to those with an interest in public monuments and memorials; colonial and post-colonial history; memory studies; and nationalism, race, and ethnic studies.
