Book excerpt: This edited volume promotes a comparative and transnational approach to the complex and ambiguous relationship between West European socialism and the contemporary state over the longue durée. It encourages a better understanding of socialism while also casting an original light on the history of the contemporary state in Europe. Socialists have been a prime political force since the late nineteenth century through to the present. Through their strength, their presence at the heart of societies, their dynamism, inventiveness, and influence, they have left their mark on the European physiognomy and helped to forge part of its identity. This is particularly true where the welfare state is concerned, and the role played by the state in constructing, embedding, and extending this social model. Surprisingly, there has been no research aiming to systematically analyse the relationship between socialism and the state. This volume fills a gap in knowledge by rejecting the media simplification and political polemic maintained by opponents of socialism – and sometimes by socialists themselves – which systematically links socialism with “statism”. It focuses on numerous case studies involving France, Italy, Spain, Greece, Austria, Germany, Belgium, the United Kingdom and Scandinavia, and highlights the diversity of organisations within European socialism. Ultimately, this book demonstrates that the fate of this political culture depends on the socialist parties themselves but also on any new configurations that states may assume. Conversely, the future of states will also depend partly on the choices made by socialists, if they still exist and still have the means to shape decisions and make their voices heard.

That rate is also among the most internally diverse, since the federal structure allows state-level variations in voting institutions that have had—and continue to have—sizable local effects. But are expansive institutional efforts like mail-in registration, longer poll hours, and “no-excuse” absentee voting uniformly effective in improving voter turnout across states? With How the States Shaped the Nation, Melanie Jean Springer places contemporary reforms in historical context and systematically explores how state electoral institutions have been instrumental in shaping voting behavior throughout the twentieth century. Although reformers often assume that more convenient voting procedures will produce equivalent effects wherever they are implemented, Springer reveals that this is not the case. In fact, convenience-voting methods have had almost no effect in the southern states where turnout rates are lowest. In contrast, the adverse effects associated with restrictive institutions like poll taxes and literacy tests have been persistent and dramatic. Ultimately, Springer argues, no single institutional fix will uniformly resolve problems of low or unequal participation. If we want to reliably increase national voter turnout rates, we must explore how states’ voting histories differ and better understand the role of political and geographical context in shaping institutional effects.

Economic developments resulting from mining and gambling reinforced and heightened the individualistic ethic that many early settlers brought to the frontier state. This ethic is also evident in the opposition of most Nevadans to big government, big labor, and big business. Belief in limited government partially explains the apparent anomaly of the electorate's backing a pro-choice position on abortion while opposing the Equal Rights Amendment. The book discusses the important roles played by Nevada's present U.S. senators in two of the state's ongoing controversies with the federal government: the longstanding water rights dispute between Native Americans, backed by the federal government, and Nevada's ranchers; and the decade-long fight against the establishment of the nation's first permanent nuclear waste depository at Yucca Mountain. Don W. Driggs is Professor of Political Science Emeritus at the University of Nevada, Reno. He is the author of The Constitution of the State of Nevada: A Commentary. Leonard E.
