The U.S. Department of Agriculture (USDA) reported in December 2017 that approximately 27 million trees had died statewide on federal, state and private lands since November 2016. The tally brought to 129 million the number of trees that have died in California forests during years of drought and bark beetle infestations since 2010. During its review, the Commission found that California’s forests suffer from neglect and mismanagement, resulting in overcrowding that leaves them susceptible to disease, insects and wildfire. The Commission found commitment to long-lasting forest management changes at the highest levels of government, but that support for those changes needs to spread down not just through the state’s massive bureaucracy and law- and policymaking apparatuses, but among the general public as well. Complicating the management problem is the fact that the State of California owns very few of the forests within its borders – most are owned by the federal government or private landowners. Among the Commission’s nine recommendations, it urges the state to take a greater leadership role in collaborative forest management planning at the watershed level. The Good Neighbor Authority granted in the 2014 Farm Bill provides a mechanism for the state to conduct restoration activities on federal land, but state agencies must have the financial and personnel resources to perform this work. As part of this collaborative effort, it calls upon the state to use more prescribed fire to reinvigorate forests, inhibit firestorms and help protect air and water quality. Central to these efforts must be a statewide public education campaign to help Californians understand why healthy forests matter to them, and elicit buy-in for the much-needed forest treatments."--

Book excerpt: Sierra Nevada forests represent a major ecological and economic resource for the state of California. Changes in climate and disturbance regimes, compounded with changes in forest structure from fire-exclusion, pose a critical challenge to managing Sierran forests for sustained carbon (C) sequestration and ecosystem services. My dissertation research sought to improve our understanding of how changing climate and disturbance will affect forest ecosystems in the Sierra Nevada by accounting for species-specific dynamics and interacting spatial processes that were underrepresented in landscape projections. Given the diverse tree species and forest types that differ in their optimal climate for growth and tolerance of stressors, I simulated forest dynamics in the Sierra Nevada under projected future climate and area burned as well as alternative management strategies with a species-specific, spatially explicit forest landscape model. First, I quantified how projected climate-wildfire interactions would affect forest communities and associated C dynamics. Here, results suggest that, across the Sierra Nevada, forest communities may not change as intact unit over the 21st Century and potential exists for substantial community change and C sequestration decline beyond this century. Then, I assessed the long-term successional trajectory and the ability of the system to sequester C beyond the 21st Century. Assuming climate and wildfire distributions equilibrate at late-century conditions, the results show a committed decline in forest cover and C carrying capacity, suggesting a steep reduction in the contribution of Sierra Nevada forest to the terrestrial C sink. Finally, I quantified how large-scale restoration treatments would alter the effects of changing climate and wildfire on forest C balance. I found that widespread application of fuel treatments would confer greater forest C stock stability. This work offers an improved understanding of how changing environmental conditions will affect the forest ecosystems in the Sierra Nevada and provides insights into using large-scale management strategy to manage the Sierran landscape under novel conditions.

Book excerpt: Excerpt from Forest Conditions in the Northern Sierra Nevada, California The area of high relief of the region may be considered as consisting primarily of the main range of the Sierra Nevada, a secondary chain of mountains to the east of it paralleling it at distances varying from 10 to 20 miles. From these ranges proceed in all directions a multitude of ridges, which together constitute the mountain system of the region. The main uplift of the Sierra is a continuous northwest-southeast range, and forms the geographic divide throughout most of the region. In the northern part of the Downieville quadrangle it is cut through by the Middle Fork of Feather River. Which heads in the eastern range. The summit of the Sierra varies in elevation; most of it rarely falls below feet. South of Donner Pass numerous peaks rise to altitudes of over feet, while Mount Lola reaches an elevation of feet. The eastern slope of the range is generally short and abrupt; its western slope is longer and has a more gradual descent. The Sierra has been subjected to glaciation in all portions above feet, and abounds in rocky and bowlder-strewn slopes, narrow summits, semicircular glacial basins, and tracts of bare rock from which all soil has been swept away. None of its peaks rise above timber line, although Castle Peak, at an elevation of feet, has a narrow line of perpetual snow on its northeastern slopes, and the higher peaks south of Donner Pass usually hold banks of snow throughout the summer on northern slopes in the lee of projecting combs.
