Book excerpt: This study aimed to contribute to the growing field of research on the effectiveness of efforts to improve chronically underperforming schools grouped under a turnaround model. The purpose of this qualitative study was to examine the characteristics ascribed to principals who have been effective in raising student performance at low-performing schools that fall under this model. The study looked to identify and understand the competencies and characteristics that principals, teachers and district leaders believed were essential for turnaround principals to be effective turnaround leaders. The researcher probed the lived experiences of principals, teachers, and district leaders associated with three types of public turnaround schools: (a) schools that have shown clear and steady improvement under the turnaround model, (b) schools that have remained stagnant under the model and (c) schools that have regressed under the model. Qualitative methods were used to collect, analyze and interpret data. Data were collected from interviews with turnaround school staff and from archival documents such as principal performance reviews and staff-provided performance surveys of school principals. A study of these data sources may contribute to the growing body of research centered on turnaround schools and potentially support districts in their protocols for hiring and retention decisions related to turnaround principals. This study may also serve as a resource for districts to increase the likelihood of success of turnaround principals in similar school settings.

Unprecedented funding levels for school improvement combined with few examples of schools substantially increasing student achievement outcomes has resulted in doubt about whether or not turnaround is achievable. Skeptics have enumerated a number of reasons to abandon school turnaround at this early juncture. This book is the first in a new series on school turnaround and reform intended to spur ongoing dialogue among and between researchers, policymakers, and practitioners on improving the lowest-performing schools and the systems in which they operate. The "turnaround challenge" remains salient regardless of what we call it. We must improve the nation's lowest-performing schools for many moral, social, and economic reasons. In this first book, education researchers and scholars have identified a number of myths that have inhibited our ability to successfully turn schools around. Our intention is not to suggest that if these myths are addressed school turnaround will always be achieved. Business and other literatures outside of education make it clear that turnaround is, at best, difficult work. However, for a number of reasons, we in education have developed policies and practices that are often antithetical to turnaround. Indeed, we are making already challenging work harder. The myths identified in this book suggest that we still struggle to define or understand what we mean by turnaround or how best, or even adequately, measure whether it has been achieved. Moreover, it is clear that there are a number of factors limiting how effectively we structure and support low-performing schools both systemically and locally. And we have done a rather poor job of effectively leveraging human resources to raise student achievement and improve organizational outcomes. We anticipate this book having wide appeal for researchers, policymakers, and practitioners in consideration of how to support these schools taking into account context, root causes of low-performance, and the complex work to ensure their opportunity to be successful. Too frequently we have expected these schools to turn themselves around while failing to assist them with the vision and supports to realize meaningful, lasting organizational change. The purpose of this dissertation is to give voice to those principals who have been replaced as a result of this battle over how schools can be improved. Rather than focus on the muddled voices of politicians debating this topic, I have chosen to do as Casey (1993) does and present the untold stories of those on the front lines of this war on school reform in hopes of ... recreating the possibility of public debate which has actually been suppressed by national reports" (p. 3). As a result of the No Child Left Behind legislation, the school turnaround reform model, as outlined in the School Improvement Grant (SIG) guidelines, has become the model for improving student achievement across the country (GAO, 2011, p. 3). I focus the spotlight on principals who have been replaced due to federal, state, or local district efforts to improve failing schools. In Chapter I, I briefly provide the backdrop for the school improvement movement and explain my reasons for conducting this research along with the significance of this study to the body of work on educational leadership in low performing schools. This chapter includes my research questions along with a description of the theoretical framework used for this study. Included in this chapter is the definition of terms that may be unfamiliar to readers. Chapter II is a review of the literature on school turnaround that provides insight into SIG sanctions that led to the termination of many principals. These sanctions have served as a model for state and district turnaround efforts as well. Included in this same chapter is research on the effectiveness of the turnaround model and the practice of replacing principals for purportedly better ones. Chapter III focuses on the methodology used to conduct the study while Chapter IV includes the stories of the castaway principals and my analysis of the data collected. Chapter V represents my conclusions after analyzing the interview data along with suggestions for further study. Districts’ efforts to recruit and retain effective principals and teachers are crucial because of the positive influence these educators have on student achievement. However, highly qualified teachers and principals are hard to come by, especially in areas where low-performing schools are nestled. The main purpose of the study was to understand the district supports turnaround school principals perceive as necessary to achieve sustainable success and to describe the experiences of the principals during at least their first year in the turnaround school setting. An interpretive research approach within phenomenological methodology allowed for understanding how each principal lived the turnaround school experience and how the supports they had and strategies they employed impacted school turnaround. The questions for turnaround leaders receiving campus SIG funds were as follows: 1. What do the turnaround principals perceive as successful strategies for school turnaround? 2. To what extent do turnaround principals perceive their districts helped or impeded their turnaround efforts? 3. How do participants make sense of being a principal at a turnaround school? Turnaround for this study was defined as a school for 2 years or more not meeting state standards, and effective school turnaround was defined as a school reaching the met standard status after 1 year of leadership. Five participants were recruited who had been the lead campus administrator for at least two years, and during their tenure, had led their campus out of improvement required (IR) status. Interview transcripts were coded using elaborative methods. The major themes were the following: (a) Successful Turnaround Strategies that was supported by seven subthemes, (b) Effective District Supports that was supported by two subthemes; (c) Lack of District Support that was supported by two subthemes, and (d) Making Meaning of the Turnaround Principalship that was supported by eight subthemes. Chapter 5 contains the adapted theoretical framework, implications, and recommendations.

This study deepened the understanding of how low-performing high schools, with large percentages of Latino students, turn around and become high-performing high schools where student achievement improvements are sustained. The study examined the context in which a turnaround effort began and the various catalysts for change and impediments to change. As well, the study described the practices, policies, and procedures that influenced dramatic improvements in learning results for Latino students. Also, the study explored the systems and structures that have helped sustain improved learning results. More importantly, the study compared and contrasted the factors that have influenced and inhibited change in a similar school that started with many similar contextual problems and opportunities, yet failed to gain momentum for change. In particular, this study analyzed the principals' role in initiating, supporting, and sustaining change in a turnaround school. This study sought to identify the attributes and actions of educational leaders in the turnaround high school. In particular, the researcher examined how leaders' behavior differed in these two schools and how those differences influenced the achievement of Latino students. This study examined the literature that might inform a study of turnaround schools. In particular, this study explored the historical context of educational reform movements intended to improve teaching and learning for students in underperforming schools. This historical context included the studies commonly referred to as effective schools research. Also, because the study of turnaround schools is fundamentally a study of organizational change, this chapter described the literature concerning organizational change and school change. The review would be incomplete without attention to the literature that addresses potential levers of dramatic change in school. For example, some researchers have suggested that culturally proficient leadership and culturally responsive teaching may be means to promote equity for Latino students in schools. Finally, this study examined recent literature concerning successful and unsuccessful efforts to turn around chronically low-performing schools that have a large population of English Language Learners students.

Book excerpt: The specific purpose of this study was to identify the practices used by leaders of National Blue Ribbon Awarded Schools to successfully turnaround a school or to maintain proficient achievement scores within the school. The school principals answered a four part questionnaire for this study. Part 1 of the questionnaire asked about the extent to which the leadership practices were used by educational leaders serving in high poverty communities who transformed low performing schools into high performing schools. Part 2 of the questionnaire solicited information about the relationship between the leadership strategies used and behaviors and perceptions of the teachers. Part 3 of the survey questioned the relationship between the leadership practices and the students' perceptions about themselves and others. Part 4 of the survey inquired about the demographics characteristics of the schools and their leaders. Frequency distributions were conducted to analyze the data from the questionnaire. Based on the findings, the seven practices found in the literature were used to a great extent by National Blue Ribbon awarded principals and were contributing factors to the transformation of a low performing school or maintaining a high achieving school. The strategies were: 1) Leadership, 2) Collaboration, 3) Professional Development, 4) School Organization, 5) Data Analysis, 6) Curriculum Alignment, and 7) Student Intervention. The data analysis revealed that the school leaders observed changes in the teachers' behaviors and perceptions as a whole, specifically in the area of analyzing individual students' data and setting higher expectations for students. Additionally the data showed that principals noticed changes in students' perception about themselves and others as it related to their competence level and capabilities to learn. Lastly, the data revealed that according to the participants, there were specific practices that impact school turnaround efforts specific to the school's demographics. The conclusion from this study was that the leadership strategies identified in the literature were key contributors in transforming low performing or maintaining high achieving schools efforts. .
