Turkey's involvement in the Gulf War in 1991 paved the way for the country's acceptance into the European Union. This book traces that process and in the first part looks at Turkey's foreign policy in the 1990s, considering the ability of the country to withstand the repercussions of the fall of communism. It focuses on Turkey's achievement in halting and minimising the effects of the temporary devaluation in its strategic importance that resulted from the waning of the Cold War and the disintegration of the Soviet Union, the skilful way in which Turkey avoided becoming embroiled in the ethnic upheavals in Central Asia, the Balkans and the Middle East, and the development of a continued policy of closer integration into the European and western worlds. Internal politics are the focus of the second part of the book, addressing the curbing of the Kurdish revolt, the economic gains made, and the strengthening of civil society. Nachmani goes on to analyse the prospects for Turkey in the twenty-first century, in the light of the possible integration into Europe, which may leave the country's leadership free to deal effectively with domestic issues. Our meeting, the 4th symposium on Turkish migration, brought together scholars from around the globe to share their research and debate mobility. As in our earlier symposia, we explored demography, sociology, culture and art as they are related to mobility. New this year was an increasing awareness of the “return” of Turks to Turkey from Germany, the challenges faced by Syrian refugees who have settled in Turkey or are passing through the country on their way to Europe as well as issues facing Kurdish minorities, Roma and other minority groups living in or transiting through Turkey. This collection is challenged by two competing poles. One pole is centered in xenophobic nationalism. Around this pole, migrants and refugees are described as criminals, religious fanatics and “moochers" who challenge the working class and the freedoms that come with life in the West. The second pole laments the insecurity that migrants and refugees face. Around this pole, movers are described as victims who lack so much at home. In this example, migrants and refugees are moving because there are no jobs and few prospects for work; civil liberties are proscribed and banned in the face of state imposed limits and there are no opportunities to strike out on a unique path to the future. Complicating both poles is the 24-hour news cycle that denies us the opportunity to understand and analyze. Instead, we are forced to pick one pole or the other. In either case, the outcome dehumanizes the mover, signals their pathos and emphasizes why they are different.

Book excerpt: Ethnonationalist Conflict in Postcommunist States investigates why some Eastern European states transitioned to new forms of governance with minimal violence while others broke into civil war. In Bulgaria, the Turkish minority was subjected to coerced assimilation and forced expulsion, but the nation ultimately negotiated peace through institutional channels. In Macedonia, periodic outbreaks of insurgent violence escalated to armed conflict. Kosovo's internal warfare culminated in NATO's controversial bombing campaign. In the twenty-first century, these conflicts were subdued, but violence continued to flare occasionally and impede durable conflict resolution. In this comparative study, Maria Koinova applies historical institutionalism to conflict analysis, tracing ethnonationalist violence in postcommunist states to a volatile, formative period between 1987 and 1992. In this era of instability, the incidents that brought majorities and minorities into dispute had a profound impact and a cumulative effect, as did the interventions of international agents and kin states. Whether the conflicts initially evolved in peaceful or violent ways, the dynamics of their disputes became self-perpetuating and informally institutionalized. Thus, external policies or interventions could affect only minimal change, and the impact of international agents subsided over time. Regardless of the constitutions, laws, and injunctions, majorities, minorities, international agents, and kin states continue to act in accord with the logic of informally institutionalized conflict dynamics. Koinova analyzes the development of those dynamics in Bulgaria, Macedonia, and Kosovo, drawing on theories of democratization, international intervention, and path-dependence as well as interviews and extensive fieldwork. The result is a compelling account of the underlying causal mechanisms of conflict perpetuation and change that will shed light on broader patterns of ethnic violence.
