Book excerpt: The Kurdish question is one of the most complicated and protracted conflicts of the Middle East and will never be resolved unless it is finally defined. The majority of the Kurdish people live in Turkey, which gives the country a unique position in the larger Kurdish conundrum. Society in Turkey is deeply divided over the definition and even existence of the Kurdish question, and this uncertainty has long manifested itself in its complete denial, or in accusations of political rivals of ‘separatism’ and even ‘treason’. Turkey’s Kurdish Question explores how these denial and acknowledgement dynamics often reveal pre-existing political ideology and agenda priorities, themselves becoming political actions. While the very term "Kurdish question" is discussed in the academic literature as a given, a new and systemic study is required to deconstruct and analyze the constitutive parts of this discursive construct. This book provides the first comprehensive study and analysis of the discursive constructions and perceptions of what is broadly defined as the "Kurdish question" in Turkish, European and American political cultures. Furthermore, its new methodological approach to the study of discourse and politics of secessionist conflicts can be applied to many similar intra-state conflict cases. Book excerpt: This volume presents over fifteen years (1981-1996) of archaeometallurgy surveys and specifically the excavations of an Early Bronze Age miners' village, Goltepe and its associated tin mine, Kestel. The results of the surface surveys, test pit operations, profile trenches and excavation finds demonstrate that processing of cassiterite-rich ore was the primary function of activities at Goltepe. The variety and density of tin-rich vitrified crucibles as well as ground, powdered tin-rich ore from excavated contexts were only some of the several lines of evidence. Other finds indicated that the site was profoundly associated with metal production. Weighty evidence came in the numbers of multifaceted molds, ingots and tin bronze artifacts. Furthermore, 50,000 ground stone tools for ore dressing and vitrified material grinding were estimated on the site surface, while 5,000 came from excavated contexts. Early Bronze Age Goltepe and Kestel Mine represent the as-yet unique example of the highland production model, that is, the industrial tier 1 of the extraction and processing of raw materials for the production of metal artifacts. This model entails the mining and smelting operations in the metalliferously rich ore deposits and forests, usually located in the mountains, in this case, the central Taurus Mountains in southern Turkey.

The enlargement process that the European Union faced the last decade stirred the debate again about the role Turkey has to play and whether or not Turkey should be part of the European Union. While the enlargement with the Central and East European countries of the former Soviet Union was a logical process, given the strong trade relationships and the political and historical context of these countries, the potential enlargement with Turkey is much more complex and controversial. The main innovation of the present study is that it unravels the complexity of the Turkish case by approaching the problem from different angles in a comprehensive way. In particular, by tuning in on the historic, political and economic processes, new insights are obtained about the feasibility of Turkish accession to the EU. By combining lessons from the existing literature, the use of new data and the analysis of the political economic processes, a new perspective on the enlargement question – with the key Copenhagen criteria used as a corner stone - is offered.

Book excerpt: This paper describes the recent trends in foreign bank ownership in developing countries, summarizes the existing evidence on the causes and implications of foreign bank presence, and reexamines the link between banking crises and foreign bank participation. Using data on the share of banking sector assets held by foreign banks in over 100 developing countries during 1995-2002, the results show that countries that experienced a banking crisis tended to have higher levels of foreign bank participation than those that did not. Furthermore, panel regressions indicate that foreign participation increased as a result of crises rather than prior to them. However, post-crisis increases in foreign participation did not coincide with increased credit to the private sector, perhaps because in many cases foreign banks acquired distressed banks.
