Once seen as a classic manifestation of the so-called "aristocratic reaction" against commoners, the loi Ségur, in Bien's deft analysis, instead emerges as a telling sign of tensions within an increasingly divided nobility. While exploding crude myths about class conflict and its causative role in the Revolution, Bien mounts a strong case for viewing eighteenth-century social tensions as the product of professional identity as much as social class. The dramatic breakdown of the political settlement of 1789 steered the French state into the decidedly stormy waters of political terror and warfare on an almost global scale. This book explores how the symbolic and political practices which underpinned traditional Bourbon kingship ultimately succumbed to the radical challenge posed by the Revolution's new 'proto-republican' culture. While most previous studies have focused on Louis XVI's real and imagined foreign counterrevolutionary plots, Ambrogio A. Caiani examines the king's hitherto neglected domestic activities in Paris. Drawing on previously unexplored archival source material, Caiani provides an alternative reading of Louis XVI in this period, arguing that the monarch's symbolic behaviour and the organisation of his daily activities and personal household were essential factors in the people's increasing alienation from the newly established constitutional monarchy.

In doing so Jon Elster goes beyond formal institutions to show how they worked in practice. He draws on a host of examples and contemporary texts to illuminate the perverse and sometimes pathological effects of this system and seeks to provide a detailed analysis of the political institutions that undergirded it. Whereas Tocqueville, in his famous analysis of the ancient regime, wanted to understand the old regime as a prelude to revolution, Elster views it as a prelude to constitution-making prompted by and intended to resolve these perversities. He views these as overlapping, yet important enough to render distinct. It was therefore impossible for me in these Lectures, to say much which had to be said, in drawing a just and complete picture of the Ancien Regime in France. The passages inserted between brackets, which bear on religious matters, were accordingly not spoken at the Royal Institution. But more. It was impossible for me in these Lectures, to bring forward as fully as I could have wished, the contrast between the continental nations and England, whether now, or during the eighteenth century. But that contrast cannot be too carefully studied at the present moment. In proportion as it is seen and understood, will the fear of revolution (if such exists) die out among the wealthier classes; and the wish for it (if such exists) among the poorer; and a large extension of the suffrage will be looked on as - what it actually is - a safe and harmless concession to the wishes - and, as I hold, to the just rights - of large portion of the British nation.
