Book excerpt: General aviation accounts for three-quarters of U.S. air traffic, from small propeller planes to large jets, operating among nearly 19,000 airports. While most security operations are left to private airport operators, the Transportation Security Admin. (TSA), part of the Dept. of Homeland Security (DHS), provides guidance on threats and vulnerabilities. In 2004, TSA issued suggested security enhancements that airports could implement voluntarily. Unlike commercial airports, in most cases general aviation airports are not required to implement specific security measures. This report performed onsite assessments at selected airports with general aviation operations to determine what physical security measures they have to prevent unauthorized access. With advance notice, investigators overtly visited a nonrepresentative selection of 13 airports, based on TSA-determined risk factors. Three of the airports also serve commercial aviation and are therefore subject to TSA security regulations. Using TSA's voluntary recommendations and investigators' security expertise, the report determined whether certain security measures were in place and also requested documentation of incidents of unauthorized access. Results of GAO's assessments cannot be projected to all general aviation airports and are not meant to imply that the airports failed to implement required security measures. Table and figures. Our recent work on passenger screening found that little testing or other data exist that measures the performance of screeners in detecting threat objects. However, TSA is taking steps to collection data on the effectiveness of its security initiatives, including developing a 5-year performance plan detailing numerous performance measures, as well a implementing several efforts to collect performance data on the effectiveness of passenger screening-such as fielding the Threat Image Projection System and increasing screener testing.

The problem is that the TSA focuses too much on commercial or passenger aviation. The TSA is responsible for the security of all aviation; however, they use the majority of their resources on the commercial sector. The majority of the aviation world may not being watched or adequately regulated. Terrorists will use this vulnerability against the United States. In this research proposal, I will address the problem with airport security in the GA airports and TSA's responsibility. Recent events have shown enemies of the United States are obsessed with using aviation assets in their terrorist attacks, and terrorists have trained and operated GA aircraft exploiting the vulnerabilities in the system. The study will help identify the vulnerabilities in GA that affect overall national security. The research question is: are the TSA's programs and initiatives effectively securing GA? The primary methodology used in this study is an online survey distributed to GA managers. The results of the survey show the effectiveness of major government and industry procedures, initiatives, and programs. The survey shows what programs are being reported as effective and ineffective elements of GA security. After reviewing the survey results and referencing the literature review answer the research question.

However, recent attacks involving aircraft and airports in other countries underscore the continued threat to aviation and the need for an effective aviation security program. Chapter 1 examines the extent to which TSA has (1) information on the effectiveness of selected passenger aviation security countermeasures and (2) systematically analyzed the cost and effectiveness tradeoffs among countermeasures. Incidents of aviation workers using access privileges to smuggle weapons and drugs into security-restricted areas and onto planes has heightened awareness about security at commercial airports. TSA, along with airport operators, has responsibility for securing the nations approximately 440 commercial airports. Chapter 2 reports on (1) the extent to which TSA has assessed the components of risk and (2) the extent to which TSA has taken actions to oversee and facilitate security, among other objectives. U.S. policies and strategies for protecting air cargo have focused on two main perceived threats: the in-flight detonation of explosives concealed in an air cargo shipment and the hijacking of a large all-cargo aircraft for use as a weapon to attack a ground target such as a major population center, critical infrastructure, or a critical national security asset. Additionally, there is concern that chemical, biological, or radiological agents or devices that could be used in a mass-casualty attack in the United States might be smuggled as international air cargo as discussed in chapter 3. On 31 August 2016, as part of a shift in U.S. policy toward Cuba, air carriers resumed scheduled commercial flights between the United States and Cuba, a route previously only open to public and private charter carrier operations. Chapter 4 examines (1) the extent to which TSA followed its standard operating procedures when assessing aviation security at Cuban airports in fiscal years 2012 through 2017; (2) the results of TSAs Cuban airport assessments in fiscal years 2012 through 2017; and (3) the results of TSAs air carrier inspections for Cuba in fiscal years 2016 -- when commercial scheduled air service between the United States and Cuba resumed -- and 2017.
