Book excerpt: The Nordic Council of Ministers has analysed data from interviews with residents of the Nordic Region to explore how democratic participation and perceptions of democracy have changed since the beginning of the 2000s. The study shows that although interest in politics has increased in the region since 2002, there is no discernible trend with regard to trust in national parliaments or trust in politicians. Compared with the rest of Europe, those living in the Nordic Region have a high level of trust in the European Parliament. Interest in politics in the region is also greater than in the rest of Europe. This report is authored by the policy analysis unit at the Secretariat to the Nordic Council of Ministers. It forms part of the unit’s report series exploring current key topics from a Nordic perspective.

Is the growing use of social media by young people a problem for their personal well-being and their participation in non-digital communities in society? The main conclusion is that we cannot judge the consumption of social media as something unequivocally positive or negative for the well-being of young people, without relating to a number of specific conditions, which significantly nuances the picture. We must relate to who uses the social media, which media they use and how long time they spend. We must also relate to how social media is used. When we take into account the above-mentioned conditions, we find a number of effects from young people's consumption of social media, which you can read about in the report.

But what happens when Sweden and Finland – two countries topping global indexes for competitiveness, productivity, growth, quality of life, prosperity, and equality – start doubting themselves and their future? Is the Nordic Model at a crossroads? Historically, consensus, continuity, social cohesion, and broad social trust have been hailed as key components for the success and for the self-images of Sweden and Finland. In the contemporary, however, political debates in both countries are increasingly focused on risks, threats, and worry. Social disintegration, political polarization, geopolitical anxieties, and threat of terrorism are often dominant themes. This book focuses on what appears to be a paradox: countries with low income differences, high faith in social institutions, and relatively high cultural homogeneity becoming fixated on the fear of polarization, disintegration, and diminished social trust. Unpacking the presentist discourse of "worry" and a sense of interregnum at the face of geopolitical tensions, digitalization, and globalization, as well as challenges to democracy, the chapters take steps back in time and explore the current conjecture through the eyes of historians and social scientists, addressing key aspects of and challenges to both the contemporary and future Nordic Model. International indices are lists ranking countries in a variety ofdifferent areas, such as inhabitants’ happiness or economic competitiveness. The number of indices and the attention they attract have increased markedlyin recent years, acquiring a significant degree of authority and legitimacy. Consequently the Nordic Council of Ministers’ policy analysis unit has studiedhow the Nordic Region would be ranked in some selected international indices if the region were one country. The indices we have looked at show that life in the Nordic Region is good. The region’s inhabitants are among the most prosperous in the world. There isconsiderable freedom of the press, and the region is one of the world’s least corrupt. Men and women enjoy greater equality than anywhere else on theplanet. And the region’s inhabitants are among the world’s happiest. That said, there is no certainty that the Nordic Region will retain its good rankings in theseindices. Like all other countries, the Nordic countries face major challenges in the years ahead. In order for life in the Nordic Region to remain good, the countriesmust maintain the mechanisms that support a high level of social capital, effective governance, and relatively egalitarian and equal societies. This report is written by the Nordic Council of Ministers' policy analysis unit. The report series will highlight relevant topics that are central from a Nordicperspective. This is the second report in the series. The first was ”Trust – the Nordic Gold”, which was published in spring 2017.

Do Nordic courts and court proceedings share a distinct set of ideas and values that in combination constitute the core of a regional legal culture? How do Europeanisation, privatisation, diversification and digitisation influence courts and court proceedings in the Nordic countries? The book traces the genesis and formation of Nordic courts and justice systems to provide a richer comprehension of contemporary Nordic legal culture, and an understanding of the relationship between legal cultural stability and change. In answering these questions, the book provides models for conceptualising procedural culture. Nordic procedural culture has partly developed organically and is partly also the product of deliberate efforts to maintain a certain level of alignment between the Nordic countries. Studying Nordic cooperation enables us to gain a deeper understanding of current regional, European and global harmonisation processes within procedural law. The influx of supranational European law, increased use of alternative dispute resolution and growth in regulation density that produces a conflict between specialisation and coherence, have tangible impact on the role of courts in a democratic society, the form of court proceedings and court structures. In doing so, it furthers the policy studies scholarship through an examination of the effects of policy styles on national responses to the pandemic. Despite governments being faced with the same threat, significant variation in national responses, frequently of contradictory nature, has been observed. Implications about responses inform a broader class of crises beyond this specific context. The authors argue that trust in government interacts with policy styles resulting in different responses and that the acute turbulence, uncertainty, and urgency of crises complicate the ability of policymakers to make sense of the problem. Finally, the book posits that unless there is high trust between society and the state, a decentralized response will likely be disastrous and concludes that while national responses to crises aim to save lives, they also serve to project political power and protect the status quo. This text will be of key interest to scholars and students of public policy, public administration, political science, sociology, public health, and crisis management/disaster management studies.
