Book excerpt: Excerpt from The Reform of the Currency Hence the national banks were bound to exercise some con trol over the business and especially the' issues of the local banks. Both of them did exercise such control. The means employed by both banks were identical, consisting, as Gallatin says, in receiving the notes of all those which are solvent, and requiring payment from time to time without suffering the bal anecs due by any to become too large. To do this the banks of the United States had to be creditors of the state banks. This they were enabled to be, first, because they received the government revenues as the depositaries of the goverment, and second, because of their possession of branches. As deposit aries of the government they received immense quantities of state bank paper. These were then presented to the state banks for payment. In case control was exercised by a branch, it was done by issuing the notes of the branch in the neighborhood of a state bank, and receiving state bank notes on deposit for these issues. The branch then presented the state bank notes to the issuing bank for redemption. In both cases, the state bank pos sessed no means of obtaining branch bank notes to anything like the amount necessary to act as a set-off to its own issues. The state banks were not receivers of the revenue, and they could not get possession of any considerable quantity of branch bank notes because these served as an excellent means of re mittance for individuals who wished to forward funds to other parts of the country. Persons holding state bank notes were always willing to exchange them for paper of the bank of the United States, while nobody wished to exchange notes of the United States bank for state bank notes. The study of human nature, in every day walks of life, is more interesting to me than most vaudeville performances on the stage. There is a natural tendency in the human race, like sheep to follow the leader, and often I fear there is about as much thought behind it. The number of real men that will stand for what they know to be right against public opinion is very small, and should be appreciated. While I consider nearly every poultry editor in the country is my friend and all fair-minded ones have admitted they never received any complaints from any of their subscribers but what I made good promptly, still, when Grant M. Curtis called them to gether, after I was' pushed over Niagara Falls, and malic iously and falsely stated that he had received a wheel barrow full of complaints against me, there was no one that had independence enough to call his bluff and deny what they must have known to be false. Now that I have heard all the inside particulars about this poultry magnate meeting, and all the poultry papers that I care -to advertise with have asked for my advertise ment, I will state for the information of those interested that I stopped my advertising with Curtis' paper before the A. P. A. Meet was ever held, as it was not paying, so he never had the opportunity to refuse my advertisement; hence his apparent reform loses much of its true ring, and personal grudge appears very strong to any fair minded person, and my daily mail proves the country is full of this class. This, ln view of the other measures to which we have alluded, and which in themselves, have really little or no value, may at first seem -to be too narrow and limited a definition; for 'money itself, it pray be said, has value, either real or. Conventional. So it has a conventional value, and that fact, and that alone, constitutes or adapts it to become a measure of value. Value is an idea. Length, weight and capacity are physical properties. It might as well be objected to the yard stick that it has length, and therefore is not a yard stick, or to the pound, that it has weight, and the1e fo1e 1s not a pound, as to money that it has value, and 1s therefore more or less than a mere measu1e of value. It re the very property otvalue, real or conventional, that makes it a measure of value. And in the case of bank notes even, our position will not, we pre sume, be disputed; for, except as money, to light a pipe or to be ap plied to a still more vulgar and every-day purpose are certainly all the uses to which they can be put, (and we will certainly be borne out in 'saying that the notes of very many banks might never to oh tain any other kind of use' or circulation.) In the ease of gold and silver, as mere metals for mechanical uses, or in the arts, it'is, per haps, the fact of their scarcity that would detract from their value vvere they abundant, they would doubtless be intrins1cally valuable. In those respects; never, however, reaching the value of iron. They, no doubt, would make very good roofing for houses, &c., 1101; being subject to corrosion, or good sheathing for ships, on account of their resistance of the action of salt or of fresh water; but their great scarcity would necessarily preclude any such uses of them. 'tis true, a high value 18 now attached to them as gob lets to drink out of, and as dishes to ornament a table and be eaten from, &c., and as ornaments to the person, but all this arises from their conventional value as money, of rwe cannot but feel that the taste or pleasure of him who prefers the use of a golden or silver goblet for his wine or other drink, to the clear and brilliant crystal; or the golden dish for his meats, to the pure white porcelain, or china ware, is not to be envied.
