Furthermore the possibility of attaining further significant progresses in developing and demonstrating the feasibility of tritium burning devices relies on the handling of tritium macroquantities, say ten grammes, in a safe and reliable manner. It is also undoubted that, apart from technological constraints, any validation and exploitation of thermonuclear fusion as a source of energy will be strongly conditioned by the application of stringent operational and environmental safety criteria as it derives from norms of the modern legislation and public acceptance considerations. Even if the safe handling of tritium has already been demonstrated to be feasible on a full fuel cycle scale, it is unanimously recognized that further efforts are still to be concentrated on the improvement of current concepts and development of advanced technologies. Book excerpt: The long-standing national security policy of the U.S. to maintain a robust nuclear deterrent continues to be supported by the Congress and the President. The President has stated that " ... our nuclear deterrent posture is one of the most visible and important examples of how U.S. military capabilities can be used effectively to deter aggression and coercion. Nuclear weapons serve as a hedge against an uncertain future, a guarantee of our security commitments to allies, and a disincentive to those who would contemplate developing or otherwise acquiring their own nuclear weapons." U.S. nuclear weapons designs require tritium, an isotope of hydrogen, which has not been produced in the U.S. since 1988, when the last tritium production facility (the K-Reactor at the Savannah River Site) was shut down. This long period without tritium production in the U.S. has been possible because arms control agreements reached in the early 1990s reduced the size of the U.S. nuclear weapons stockpile and because the Department of Energy (DOE) met stockpile tritium requirements by recycling the tritium removed from dismantled nuclear weapons. However, since tritium decays at a rate of 5.5% each year, a dependable source of tritium is required to continue to sustain the U.S. nuclear weapons stockpile to underwrite national security policy and to support arms control goals. The U.S. does maintain a five-year reserve supply of tritium, but this reserve is to be used only in an emergency. Current guidance states the reserve must be restored to its original level within five years of being used. To sustain the START I level, tritium production needs to begin around 2005 at a production capacity of about 3.0 kg/year. START II levels could be sustained with production of about 1.5 kg/year beginning around 2011.

Book excerpt: The Fluoride-salt-cooled High-temperature Test Reactor (FHTR) is a test reactor concept that aims to demonstrate the neutronics, thermal-hydraulics, materials, tritium management, and to address other reactor operational and maintenance issues before a commercial Fluoride-salt-cooled High-temperature Reactor (FHR) can be deployed. The MIT Nuclear Systems Design class proposed a design for a 100 MW FHTR that uses enriched- 7Li flibe (Li2BeF4), has both thermal and fast flux testing positions for fuel and materials testing, and provides a neutron flux greater than 3E14 n/cm2 -s for accelerated irradiation testing. One of the key technical issues of the FHR and FHTR is tritium generation from the flibe coolant and its radiological control. The objectives of this study are: 1) to provide an overview of tritium production in various types of nuclear systems, 2) to estimate the tritium source term in the FHTR using the ORIGEN-S computer code, and 3) to propose a tritium management strategy for the FHTR. A review of existing nuclear systems shows that tritium is the primary radionuclide in liquid and gaseous tritium release. Light water reactors release up to several hundred curies per year for which various tritium removal and control strategies have been developed and implemented. Using the ORIGEN-S code analysis, tritium production for the MIT FHTR design at 20 MW is estimated to be about 2600 Ci per year (based on a 70% capacity factor and-10 Ci/day), with 99.99% enriched- 7Li flibe. Using this source term, a tritium removal rate of >90% is proposed as a design target for the tritium control system of the FHTR in order to maintain tritium release within the limits of existing nuclear reactors. Proposed tritium management strategies for the FHTR include increasing the 7Li enrichment, carbon-based or metallic getters, and inert gas sparging with a high-temperature recombiner system.
