It is meant to provide scientists and other technical experts with factual information about the range and variety of topics discussed at the workshop, which may be of interest to national governments and non-governmental organizations as they begin to prepare for the 7th Review Conference of the Biological and Toxin Weapons Convention (BWC) in 2011. The Beijing workshop reflected the continuing engagement by national academies international scientific organizations, and individual scientists and engineers in considering the biosecurity implications of developments in the life sciences and assessing trends in science and technology (S&T) relevant to nonproliferation. The workshop provided an opportunity for the scientific community to discuss the implications of relevant developments in S&T for multiple aspects of the BWC. Trends in Science and Technology Relevant to the Biological and Toxin Weapons Convention follows the structure of the plenary sessions at the workshop. It begins with introductory material about the BWC and current examples of the types and modes of science advice available to the BWC and other international nonproliferation and disarmament agreements, in particular the Chemical Weapons Convention (CWC). This report includes only a very brief description of the some of the post-presentation discussions held during the plenary sessions - and does not include an account of the small breakout groups - since these were intended to inform the committee's finding and conclusions and will be reflected in the final report.

Such concerns are exacerbated by the unstable international security environment and the changing nature of armed conflict, which could fuel a desire by certain States to retain and use existing chemical weapons, as well as increase State interest in creating new weapons; whilst a broader range of actors may seek to employ diverse toxic chemicals as improvised weapons. Stark indications of the multi-faceted dangers we face can be seen in the chemical weapons attacks against civilians and combatants in Iraq and Syria, and also in more targeted chemical assassination operations in Malaysia and the UK. Using a multi-disciplinary approach, and drawing upon an international group of experts, this book analyses current and likely near-future advances in relevant science and technology, assessing the risks of their misuse. The deficiencies of the Biological and Toxin Weapons Convention (BTWC) are in urgent need of attention: the BTWC is the central international agreement to prevent the proliferation of biological warfare programmes. Uniquely, this book is written by diplomats involved in the decade-long effort (1991-2001) in which State Parties to the BTWC tried to agree a Protocol to the Convention with legally binding measures to strengthen its effectiveness, and academics concerned with the negotiations. Just before negotiations foundered, when the Chairman's proposed text was virtually complete, the problems and proposed solutions were examined thoroughly, leading to this book. The book is wide-ranging in its review of the history of biological warfare, the reasons why the current biological revolution is of such concern, and the main features of the BTWC itself. Book excerpt: With the World Health Organization (WHO), the North Atlantic Treaty Organization (NATO), and the U.S. Blue Ribbon panel publishing reports on the emerging risks of biological weaponry in past months, there is a new sense of urgency regarding biological weapons. In August 2016, the United Nations Secretary General Ban Ki Moon told the Security Council that “non-state actors are actively seeking chemical, biological, and nuclear weapons.” This report presents the changing dynamics of the development and use of biological weapons and the preparation against them. The dynamics relate to technological advances in biotechnology and the concomitant attraction to non-state actors to use biological agents as weapons due to their financial appeal and diverse impact. The relative ease with which biological weapons can be produced, and the intent of non-state actors to use biological weapons- based on historical precedent and recent surge in international terrorism- call for a renewed focus on this field and an increased effort to respond to these developments. We provide illustrations of new policy initiatives in a variety of countries and outline the current state of play in the Netherlands, providing a point of departure to discuss whether the current approach is sufficient to tackle the upcoming issues.

Coronavirus has highlighted the need to better protect modern societies from natural, accidental and deliberate disease affecting humans, animals and plants. Within that context preventing the deliberate hostile use of biological and chemical agents will be of increasing importance. Dando asks to what extent there has been a significant strengthening to the CBW non-proliferation regime in the immediate aftermath of the COVID-19 pandemic using an analysis focused on two proposals to strengthen the Chemical Weapons Convention and the Biological and Toxin Weapons Convention which aim to constrain advances in science and technology developments that could be misused. On this basis he concludes that it would be hard to argue that to date there has been a significant strengthening of the CBW regime.
