Book excerpt: This White Paper sets out the Government's proposals for economic reform of the EU Single Market, in the light of the future EU enlargement process and the accession of new member states from central and eastern Europe. It reviews the progress made since the Lisbon European Council in 2000 and considers the challenges facing the EU to achieve sustained economic growth and high living standards. The White Paper highlights the need for structural reforms of the product, labour and capital markets to improve productivity and employment levels across the EU and provide a strong competitive base in the global economy. It identifies the need to reduce unnecessary regulation and trade barriers, in order to establish a regulatory system which upholds fair working standards whilst ensuring business can remain competitive and create new jobs. It includes proposals to liberalise capital markets, establish a single market for financial services, the opening up of energy markets across Europe, and the creation of EU networks for telecoms, transport, gas and electricity. It also examines the skills and education system required to meet the demands of a knowledge economy and achieve the objectives of social justice, social inclusion and sustainable development.
