Environment, Transport and Regional Affairs Committee and published by . This book was released on 2001 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: The six executive agencies, which deliver many of the transport services of DETR, have a combined budget of nearly £2 billion and more than 11,000 staff. The evidence of this report suggests that in many respects their performance has improved, however there is concern about a lack of openness. It is recommended DETR should examine its relationship with these agencies to ensure that they are properly accountable and transparent to ministers. Amongst specific points raised when looking at the individual agency was concern at the introduction of Resource Accounting and Budgeting (RAB) at the Highways Agency. The Committee was worried not only at the cost of the project and the time it took but also that the contractor brought in initially to advice the Agency was able to secure two further contracts worth £9 million.

Book The Executive Agency Revolution in Whitehall

Download or read book The Executive Agency Revolution in Whitehall written by O. James and published by Springer. This book was released on 2003-09-16 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first book length assessment of the executive agency revolution in UK central government, part of the New Public Management, with 65 per cent of civil servants now working in agencies. The 'Next Steps' reformers' public interest view suggested value for money improvements. However, original analysis of budgets, performance data, documents and interviews reveals some support for an alternative 'bureau-shaping' perspective from rational choice, with officials using the reform to protect their welfare and substantial performance problems, especially in 'joining-up' government.

Book Working with the Third Sector

Download or read book Working with the Third Sector written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2005-06-29 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: The term 'third sector' describes a range of voluntary and community sector organisations including small local community groups, registered charities, foundations, trusts and co-operatives. Although public service delivery has often been seen as a choice between direct state provision and the use of the private sector, third sector organisations offer an alternative. This NAO report examines how government departments and other funders can best work with the third sector to achieve value for money in public services. The report draws a number of conclusions and recommendations for government to help to promote new ways of working with the sector and to embed new practices across their funding streams, both at a strategic level and an operational level. These include the need to identify beacon funders at all levels of government, to act as centres of expertise and help spread good practice; and improved training to enable real partnerships between funding and service suppliers.

Book The ISM Code A Practical Guide to the Legal and Insurance Implications

Download or read book The ISM Code A Practical Guide to the Legal and Insurance Implications written by Phil Anderson and published by CRC Press. This book was released on 2015-06-16 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ISM Code has been mandatory for almost every commercial vessel in the world for more than a decade and nearly two decades for high risk vessels, yet there is very little case law in this area. Consequently, there remains a great deal of confusion about the potential legal and insurance implications of the Code. This third edition represents a major re-write and addresses significant amendments that were made to the ISM Code on 1st July 2010 and 1st January 2015. This book provides practitioners with a practical overview of, and much needed guidance on, the potential implications of failing to implement the requirements of the Code. It will be hugely valuable to DPAs, managers of ship operating companies, ship masters, maritime lawyers and insurance claims staff.
