Book excerpt: Transport is an essential service that must contribute to national development objectives in health, education, agriculture and other sectors in guiding sub-Saharan Africa out of poverty. Developing policies aimed at providing safe, reliable and affordable transport infrastructure and services can and will make a substantial and sustainable contribution to eradicating extreme poverty and hunger, achieving universal primary education, improving health care and reducing HIV/AIDS. Although transport is identified as a priority in poverty reduction strategies, it has not generally been adequately addressed. Global responses tend to focus on rural transport infrastructure—principally roads—with little attention given to sub-sectors such as rivers, lakes, and railroads; and important geographical and econological differences are ignored. The needs of the urban poor have been weakly addressed, as have the access and mobility needs of women, the disabled and other disadvantaged groups, while strategies for adapting transport to agricultural production/distribution or social services (e.g. health and education) have not been adequately developed. A systematic approach to the development of sound, comprehensive transport sector programs that provide clear guidance on what is to be done is much needed. This volume—the product of an expert workshop held at Cornell University’s Institute for African Development in May, 2007—provides accounts of an array of African operational spaces in which transport is relevant to the Millennium Development Goals. It addresses many heretofore ignored dimesions of transport—mobility issues of the urban poor, of women and children, and issues of access to employment, education and health services. It provides an alignment of transport with the MDGs in what proves to be fertile ground for research with important messages for policy makers and consequences for policy.

These services are defined as informal transportation which operates between the public and individual private spheres. In Africa paratransit is characterized by low quality of vehicles and chaotic management but it also provides cheap, accessible and flexible transport solutions for the urban poor. It is typically poorly regulated and operates as a set of informal businesses. A common result of weak public sector regulation and a fare strategy in which owners claim a fixed daily revenue target and drivers who keep the variable balance as income, is destructive competition and poor quality of service. There is an incontrovertible case for improving the quality, reliability and coverage of public transport systems, and some city governments have attempted to do so by initiating reform projects that envisage the phased replacement of paratransit operations with formalised bus rapid transit systems. In this book the authors argue that there are, however, path dependencies and constraints that limit the possible extent of public transport system reform. Paratransit operations also have some inherent advantages with respect to demand responsiveness and service innovation. Attempts to eradicate paratransit may be neither pragmatic nor strategic. Two future scenarios are likely: hybrid systems comprised of both paratransit and formally planned modes; and systems improved by upgrades and strengthened regulation of existing paratransit services. The business strategies and aspirations of incumbent paratransit operators in three case cities – Cape Town, Dar es Salaam and Nairobi – are discussed, as well as their attitudes towards emerging public transport reform projects. International experiences of hybrid system regulation and paratransit business development are reviewed in order to explore policy options. The authors contend that policies recognising paratransit operators, and seeking contextually appropriate complementarity with formalised planned services, will produce greater benefits than policies ignoring their continued existence.

Each theme explored in this report provides a roadmap and guidelines for traffic authorities to follow. The implementation of a Functional Road Hierarchy (FRH), for example, is animportant factor for determining the predominant function of a road within mixed functions, and achieving safe, efficient road use.This report also presents five separate and complementary themes that provide African policymakers with tools to develop a strongerinstitutional foundation for sustainable, safe, and affordable urban traffic management in Sub-Saharan African cities. Known as the "EASI" (Enable, Avoid, Shift, Improve) Framework, these themes emphasize a more people-centric approach to adopting non-motorized modes of transport and addressing parking challenges, while embracing Intelligent Transport Systems (ITS) and technology to improve safety and efficiency across the board. See a comprehensive outline of the EASI principles below. The five themes are influenced by successful outcomes in European, South American, and Asian cities. These cities evolved in similar circumstances to Sub-Saharan African cities and crafted their own roadmaps to traffic management success. Moreover, these themes are entirely consistent with the United Nations Sustainable Development Goal 11: "Making cities and human settlements inclusive, safe, resilient and sustainable." The proposals also build on some measures that are currently evolving in a few Sub-Saharan African cities.

This volume is the culmination of an unprecedented effort to document, analyze, and interpret the full extent of the challenge in developing Sub-Saharan Africa s infrastructure sectors. As a result, it represents the most comprehensive reference currently available on infrastructure in the region. The book covers the five main economic infrastructure sectors information and communication technology, irrigation, power, transport, and water and sanitation. 'Africa s Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD. Africa s infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main policy-relevant findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.

Sub-Saharan Africa spends roughly $6.8 billion per year on paving roads, and the World Bank invests more on roads than on education, health, and social services combined. Despite the development focus on transportation, methodologies for evaluating which road projects to fund are often dis-jointed and unreliable. This report hopes to improve upon the current approaches by establishing a new methodology for prioritization which can be applied to a diverse set of scenarios, regions, and projects. This book demonstrates how modern econometrics and geospatial techniques can be combined to analyze the latest available geo-referenced datasets at the smallest possible scale to answer some of the most important questions in development. Uniquely this report attempts to shed light on some of the most profound puzzles in determining the impacts of roads and where to locate these. Does road infrastructure unleash a virtuous growth cycle? Is it advisable to improve roads in conflict prone zones? What is the effect of improving market access on farming practices?
