International development—widespread in the decades following World War II—was an effort at purposeful changein landscapes around the world. Contributors to this volume argue that these projects constituted an effort to transplant modernity, such as knowledge or technology, from places seen as more developed to places perceived as un- or underdeveloped. During its heyday, international development included not just dams, roads, health programs, and agricultural projects but also animal husbandry schemes, urban development, and wildlife protection plans. Projects often succeeded or failed because of existing environmental conditions, and in turn, these programs remade—or tried to remake—the land, water, wildlife, and people around them. From American-directed failures in water engineering in Afghanistan to the impact of livestock epidemics on economic growth in East Africa, the chapters in Transplanting Modernity question how science, technology, and faith in Western notions of progress have influenced the pace, scope, and scale of development.

Book excerpt: This dissertation explores how modern journalism took shape in "semi-colonial" China in the early twentieth century, with a focus on the influence of the American model of professional journalism. This work presents a methodological model that combines discourse analysis and social network analysis. Discourse analysis shows how early Chinese Confucian-liberal intellectuals seized upon, and selectively drew upon, American ideas of journalistic professionalism in the larger quest of national modernization. Social network analysis examines the roles played by the complex networks and interactions among intellectuals, educators, and journalists from China and the United States in the introduction of the American model of journalism. Situating the cultural transfer in China's semi-colonial condition and its urge for modernization, this project reveals how the colonial encounters created American-inspired but distinctly indigenous notions of modern journalism in early twentieth-century China.

As newspapers sought to recover from big-city yellow journalism and circulation wars that reached their boiling point a few years earlier during the Spanish-American War, press clubs began to champion higher education. And schools dedicated to journalism education, led by the University of Missouri, began to emerge. Now sanctioned by universities, journalism could teach acceptable behavior and establish credentials. It was nothing less than the birth of a profession. Journalism—1908 opens a window on mass communication a century ago. It tells how the news media in the United States were fundamentally changed by the creation of academic departments and schools of journalism, by the founding of the National Press Club, and by exciting advances that included early newsreels, the introduction of halftones to print, and even changes in newspaper design. They feared that without a sufficient understanding of these developments, the Japanese people would lose their identity to the reckless and rapid process of modernization. The participants of this symposium hoped to settle the question of Japanese cultural identity at a time when their country was already at war with England and the United States. They presented papers and held roundtable discussions analyzing the effects of modernity from the diverse perspectives of literature, history, theology, film, music, philosophy, and science. Taken together, their work represents a complex portrait of intellectual discourse in wartime Japan, marked not only by a turn toward fascism but also by a profound sense of cultural crisis and anxiety. Overcoming Modernity is the first English translation of the symposium proceedings. Originally published in 1942, this material remains one of the most valuable documents of wartime Japanese intellectual history. Richard F. Calichman reproduces the entire proceedings and includes a critical introduction that provides thorough background of the symposium and its reception among postwar Japanese thinkers and critics. The aim of this conference was to go beyond facile and unreflective discussions concerning Japan's new spiritual order and examine more substantially the phenomenon of Japanese modernization and westernization. This does not mean, however, that a consensus was reached among the symposium's participants. Their tense debate reflects the problematic efforts within Japan, if not throughout the rest of the world at the time, to resolve the troubling issues of modernity.

It refers to both the occupational practice of law and the practicing of transplanted laws and institutions to perfect them. The book constitutes the first monographic work on the legal history of Republican Beijing, and provides an in-depth and comprehensive account of the practice of law in the city of Beijing during a period of social transformation. Drawing upon unprecedented research using archived records and other primary materials, it explores the problems encountered by Republican Beijing’s legal practitioners, including lawyers, policemen, judges and criminologists, in applying transplanted laws and legal institutions when they were inapplicable to, incompatible with, or inadequate for resolving everyday legal issues. These legal practitioners resolved the mismatch, the author argues, by quite sensibly assimilating certain imperial laws and customs and traditional legal practices into the daily routines of the recently imported legal institutions. Such efforts by indigenous legal practitioners were crucial in, and an integral part of, the making of legal transplantation in Republican Beijing. This work not only makes significant contributions to scholarship on the legal history of modern China, but also offers insights into China’s quest for modernization in its first wave of legal globalization. It is thus of great value to legal historians, comparative legal scholars, specialists in Chinese law and China studies, and lawyers and law students with an interest in Chinese legal history.

It analyses phenomena such as the denomination of human body parts as "raw materials" and "commodities," or the arguments used by the proponents for a free market solution. Moreover, it argues that modern medicine is still linked with its religious roots. The commodification of body parts is seen not as an imperialistic act of the market, but as the end of a historical process as the notion of "fetishism" links the market with the body. Marx’s concept of commodity fetishism and Sigmund Freud’s theory of the perverted use of objects are modified and adapted to the reconstruction of the joint beginnings of market and medicine.

Book excerpt: Inevitably, at a panel discussion not too long ago comparing planning cultures the discussion turned on the issue of globalisation. As a member of the panel, this author asked those in the audience who lived and/or worked in a country different from their country of origin to raise their hands. About half of the audience of well over one hundred academic teachers and researchers from all comers of the world, the present author included did so. Next he asked who had a spouse or partner from a country different from their country of origin to also raise their hands. About half of the audience, the present author included, raised their hands. This is the soft side of globalisation. The soft side of globalisation is important. Exchanges, personal mobility, international romances, multi-culturalism and multi-lingualism (inevitably meaning non-native speakers struggling to keep up with native English speakers) are part of the academic scene, so much so that we can hardly imagine it to be otherwise. These are not entirely new phenomena, but they have become ever more prominent, relying on an ever more elaborate institutional infrastructure of exchange programmes, international journals, associations and the global conference industry. It was at the AESOP (Association of European Schools of Planning) congress at Bmo in the Czech Republic in July 2000 that the plan for this book was hatched.

Book excerpt: Singapore Malays subscribe to mostly traditional rather than modern interpretations of Islam. Singapore state officials, however, wish to curb the challenges such interpretations bring to the country's political, social, educational and economic domains. Thus, these officials launched a programme to socially engineer modern Muslim identities amongst Singapore Malays in 2003, which is ongoing. Negotiating Muslim Identities documents a variety of ethnographic encounters that point to the power struggles surrounding two basic and very different ways of living. While the Singapore state has gained some successes for its project, it has also faced significant and multiple setbacks. Amongst them, state officials have had to contend with traditional Islamic authority that Malay elders carry and who cannot be ignored because these elders are time-entrenched authority figures in their community. One of the book's significant contributions is that it documents how Singapore, an avowedly secular state, has now turned to Islam as a tool for governance. Just as significant are the insights the study provides on another aspect of Singapore state governance, one usually described as 'authoritarian'. The book demonstrates that even 'authoritarian' states can face serious obstacles in the face of religion's influence over its followers. The academic literature on Singapore Malays is sparse: this work not only fills gaps in the existing academic literature but provides new and original research data. Its data-rich ethnographic and anthropological approach show the complexities of Malay and Muslim social contexts, and complements other works that examine Southeast Asian states ' management of Islam, which has attracted much scholarship given the global interest in Islam-based politics and social organisation.
