'Low-Carbon Development for Mexico' estimates the net costs, greenhouse gas (GHG) emission reductions, and investment that would be needed to achieve a low-carbon scenario in Mexico to the year 2030. Among the key findings of the study are the following: Energy efficiency. Improving energy end-use efficiency in the industrial, residential, and public sectors is the least-cost option for reducing carbon emissions and can be achieved by accelerating current Mexican programs and policies. Supply efficiency and renewable energy. Mexico can lower the carbon intensity of the economy by improving the efficiency of energy supply in the electric power and petroleum industries, and by expanding the adoption of renewable energy technologies such as wind, biomass, small hydro, and geothermal. Public transport and vehicle fleet efficiency. Transport is the largest and fastest growing contributor of GHG emissions in Mexico, the majority of which comes from road transport. The greatest potential for reducing transport emissions lies with improving the quality and efficiency of urban transport, including more efficient vehicles and the design and organization of cities and public transport systems. Forestry significant potential with large co-benefits. Measures to reduce emissions from deforestation and forest degradation (REDD), along with afforestation and commercial plantations, are among the largest GHG mitigation options in Mexico, and could provide numerous social and environmental benefits in rural areas. By undertaking a limited number of low-carbon interventions that are technologically and financially viable today, Mexico could hold carbon emissions relatively constant over the coming two decades while maintaining a vigorous rate of economic and social development. The costs of such a program would be relatively modest, but would require a range of regulatory and institutional changes to achieve, especially in the energy and transport sectors.

Mexico’s total energy supply is dominated by fossil fuels and non-renewable energy sources. The country is the second largest emitter of greenhouse gases (GHG) in Latin America. Emissions are highly concentrated in a few economic sectors that play an important role in the Mexican economy. The Mexican financial sector has sizable exposures to these emission intensive sectors. As such, the transition to a low carbon economy raises challenges for the economy and financial sector that need to be considered. Meanwhile, Mexico is exposed to a range of physical risks, including acute risks associated with floods and tropical cyclones, by virtue of the exposure to both the North Atlantic and Eastern Pacific hurricane basins, droughts, and heatwaves, and chronic risks.

Book excerpt: This paper explores a novel forward-looking approach to study the financial stability implications of climate-related transition risks. We develop an integrated micro-macro framework with a new class of scenario called delayed-uncertain pathways. An additional stochastic financial modeling layer via a jump-diffusion process is considered to capture continuously changing risks, as well as the potential of large/sudden shocks in the financial markets. We applied this approach to study transition risks in the Mexican financial sector. But the implications are global in scope, and the framework is easily adaptable to other countries. We quantify the projections of future distributions of various risk metrics and, hence, the evolving tail risks due to compounding effects from delays in transitioning to a low-carbon economy and the consequent uncertainty of the future policy path. We find that the longer the delays in transition, the larger the future tail financial risks, which could be material to the overall system.

Book excerpt: This study analyzes a range of energy efficiency options available in Mexico, including supply-side efficiency improvements in the electric power and oil and gas industries and demand-side electricity efficiency measures to limit high-growth energy-consuming activities, such as air conditioning and refrigeration. It also evaluates a range of renewable energy options that make use of the country's vast wind, solar, biomass, hydro, and geothermal resources. But low-carbon (CO2) development is not only about energy production and consumption. In Mexico one of the most important sources of greenhouse gas emissions continues to be emissions from deforestation. The rate of deforestation has fallen steadily in Mexico over the past decades. Expanded programs for forest management, wildlife conservation, and efforts to increase the stock of forests can provide needed employment in rural areas and help make Mexican forests net absorbers of CO2 in the coming years. A fundamental question often asked about low-cost mitigation options is why they are not already being undertaken. As the study shows, the availability of commercial technology and even low financial costs is often not enough to overcome barriers related to institutional and knowledge gaps, regulatory and legal constraints, or societal norms. Inability to surmount these 'transactions costs' is typically at the root of the problem of why supposedly low-cost actions are not undertaken. To partially overcome this dilemma, one of the explicit criteria used in this study for identifying low-carbon measures was that they had already been implemented on some scale in Mexico or in a similar economy outside of Mexico. In order to mainstream low-carbon development, a package of new stimuli will be needed, including public and consumer education and training, public demonstrations, standards and regulations, and financial incentives.

How can the international community best help the region respond? To serve as a catalyst for developing new insights and coordination around the energy transition, the Gulf Research Program at the National Academies of Sciences, Engineering, and Medicine convened a 2-day workshop in Washington, DC, called Navigating the Energy Transition in the Gulf of Mexico. Based around two scenarios in the year 2050 - one in which a carbon neutral economy is achieved and another in which robust dependence on fossil fuels remains - this serious gaming event stimulated the sharing of ideas, concerns, and cascading impacts from participants across academia, industry, government, and Gulf communities. This publication summarizes the activities, presentations, and discussion of the workshop.
