Book excerpt: We would like to invite you to contribute to an edited volume devoted to "Transitioning to Sustainable Industry, Innovation and Infrastructure". We believe that this should be a systemic issue, taking into account the contexts of social ecology and the environment (Cynical, 2014; Eiglad, 2015). New urban and industrial infrastructure and innovation in this area should take into account new urban plans for the creation of human-friendly spaces and smart cities (Azkuna, 2012) and the impact of the development of tourism on the changes of this space and great sporting and cultural events (Sieber and Cynarski 2010; Edizel and Ward 2016). Facilities for people with disabilities are included in the infrastructure that is being built. Innovations are being made regarding the materials used and savings including waste management, energy savings (preference for green energy) and other resources used in economies and industries (Wolniak et al., 2020; Piątkowski, Gajdzik and Mesjasz, 2020). In the past, sustainability was the doctrine of economics, which assumes a quality of life at the level allowed by the current development of civilization. The idea of sustainable development is summarized in the first sentence of the WCED-Our Common Future report: "At the current level of civilization, sustainable development is possible, that is, a development in which the needs of the present generation can be met without diminishing the chances of future generations meeting them" (Brundtland, 1987). A sustainable economy (including industry) should balance economic growth, environmental protection, quality of life and human health. It is not only about the natural environment, but also the artificial-i.e., man-made (as in Chicago School's work on human ecology). The doctrine of sustainable development strives for social justice by using environmental projects for higher efficiency. It is important to work and life now but needs to factor in future generations and their heritage, both cultural and natural (cf. Kozlowski 2000, 2007; Caradonna 2014; Alhaddi 2015). The priority is to set ecological standards for preserving the homeostasis of the ecosystem. Modern business is becoming more and more digital and intelligent. Enterprises implement new technologies of the fourth industrial revolution in the sustainable environment. Sustainable Industry 4.0 is a new concept for discussion by scientists and business (Gajdzik, B. et al., 2020). This concept has been gaining more and more interest among scientists and practitioners in recent years because there is more and more information about Industry 4.0 (Kagermann et al., 2011). Factories are becoming smarter, more efficient, safer and more environmentally friendly by linking and integrating production technologies and devices, information and communication systems, data and services in network infrastructures (Saniuk et al., 2020). New business models with cyber-physical systems (CPSs) are being built (Lee, et al., 2015; Gajdzik, Chapter 3 in: Scalability and Sustainability, 2020) but sustainability must not be forgotten in these models. Such transformations are called 'transitions' or 'system innovations' and involve changes in a variety of elements, including technology, regulation, user practices and markets, cultural meaning and infrastructure. This book considers two main questions: how do system innovations or transitions come about and how can they be influenced by different actors, in particular by governments. The authors identify the theories which can be used to conceptualise the dynamics of system innovations and discuss the weaknesses in these theories. They also look at the lessons which can be learned from historical examples of transitions, and highlight the instruments and policy tools which can be used to stimulate future system innovations towards sustainability. The expert contributors address these questions using insights from a variety of different disciplines including innovation studies, evolutionary economics, the sociology of technology, environmental analysis and governance studies. Besides space for navigation and trade (roughly 10 billion tons of commodities are transported across the oceans each year), the provision of biological and non-living resources is the most important service of the marine ecosystems. Yet, these ecosystems are increasingly impeded by human activities and interventions. Human and naturally induced changes in climate are buffered by the ocean, but its capacity to compensate the increase of CO2 in the atmosphere is at its limit. The increase of global temperatures and the decrease of oxygen concentration and pH are severe stressors for aquatic species and thus for the whole ecosystem. Urbanisation and population growth at the coast, along with severe levels of pollution, are stressing coastal environments and hampering or interrupting life cycles of species as well as the well established and naturally balanced internal interconnections within and between ecosystems. Mining for oil and gas is interfering with fisheries, competing for space with other sectors and increasing the risks for large scale pollution. The result is a decline in ecosystem services and a negative feedback into the socio-economic systems. The recent reports by IPBES and IPCC underline the degrading conditions in which the ecosystems are situated today. The IPBES report evaluates a number of direct and indirect drivers. Population increase, technical development, malfunctioning of governance and spreading of conflicts affect direct drivers such as sea use change, direct exploitation, climate change, pollution, invasive species and others. Following a series of summits and conventions that prompted the United Nations in recent decades, Rio de Janeiro in 1992, Johannesburg in 2002 and Rio+20 in 2012, all of which were rather land-based, the Sustainable Development Goals 2015 set a new landmark in which the ocean, too, was finally acknowledged as significant to global development. The Ocean Conference in New York in June 2017 led the international community to formulate clear goals for the development of the ocean. The volume Transitioning to Sustainable Life below Water will address critical issues in ocean use and reflect against goals and targets of SDG 14 and other relevant SDGs. Since 1980, the gains were mainly captured by the rich: The top 1% obtained twice as much of the income growth as compared to the bottom 50%. Nevertheless, within economics, debates about inequality have remained rather marginal, despite long-term research by renowned scholars such as Tony Atkinson. Within the public arena, concerns about inequality emerged as a result of a number of developments: First, the global financial crisis in 2008 exposed the risks of the financing of the economy; secondly, 2013, Thomas Picketty’s book “Capital in the 21st century” demonstrated that, against the trend of the overall 20th century, capital returns outstrip the gains through economic growth in recent decades, thus threatening social coherence and democratic institutions and thirdly, the Millennium Campaign presented impressive achievements regarding poverty but stirred doubts whether the most deprived were left even further behind. Since 2015, then, the stated aim of SDG 10 is to “reduce inequality within and among countries”. There is growing consensus that economic growth is not sufficient to reduce poverty, and that our efforts to make it more inclusive so far were insufficient. The very first step reduce inequality is to adopt a systemic perspective, allowing an integrative analysis covering both ends of the ladder. Policies should be universal in principle and pay attention to the needs of disadvantaged and marginalized populations. Predicated on comparison, inequality reminds us that it’s not enough to study lower earners and the poor. Instead, the term demands that we expand our perspective, scrutinizing how economic value is generated, accumulated, at whose cost, and – not least – how the overall system could be made fairer. “Transitioning to Reduced Inequalities” therefore explores inequality trends worldwide, offers a debate on different measures and comparative perspectives, highlights key actors who either benefited or suffered from recent economic trends, and explores policy options to reduce inequality and thus contribute to SDG 10. The volume considers particularly: conceptual frameworks with regards to the inequality debate; the relationship between poverty reduction, economic growth and inequality; measures of inequality; overlooked/bypassed groups in developing countries; analysis on income/wealth growth for different groups in the global north; discussion about policies to reduce inequality; and further research in the realm of inequality. Although we are on the verge of eradicating, poliomyelitis, which disables 350’000 children each year, we continue to have few answers for outbreaks of emerging infectious diseases. Making progress against these outbreaks with strong health systems, particularly in neglected or inaccessible regions, is deeply connected to further issues targeted by the UN SDGs such as (restricted) access to clean water, healthy food, or continuing political instabilities as well as gender inequalities. This sense of urgency includes an awareness that our entire social system is in need of fundamental transformation. But like the earlier transition between the 1750's and 1890's from a pre-modern to a modern industrial society, this second transition is also a contested one. Sustainable development is only one of many options. This book addresses the issue on how to understand the dynamics and governance of the second transition dynamics in order to ensure sustainable development.
