Book excerpt: Future nuclear fuel cycles could effectively address radioactive waste issues with the implementation of partitioning and transmutation (P & T). Previous studies have defined the infrastructure requirements for several key technical approaches. While these studies have proven extremely valuable, several countries have also recognised the complex, dynamic nature of the infrastructure problem: severe new issues arise when attempting to transit from current open or partially closed cycles to a final equilibrium or burn-down mode. While the issues are country-specific when addressed in detail, it is believed that there exists a series of generic issues related only to the current situation and to the desired end point. These issues are critical to implementing a sustainable nuclear energy infrastructure. The present report focuses on the definition of key issues, the assessment of technologies and national scenario assessments.

This project sought to build consensus on common goals, address practical challenges, and engage a spectrum of actors that influence policymaking regarding the nuclear fuel cycle. The project also tackled one of the toughest issues—spent nuclear fuel and high level waste—to see if solutions there might offer incentives to states on the front end of the nuclear fuel cycle and address the inherent inertia and concerns about additional burdens and restrictions that have stalled past efforts to improve the robustness of the nonproliferation regime. This report presents the group’s conclusions that a best-practices approach to the nuclear fuel cycle can achieve these objectives and offer a path to a more secure and sustainable nuclear landscape.

Book excerpt: Uncertainty surrounds the future evolution of key factors affecting the attractiveness of various nuclear fuel cycles, rendering the concept of a unique optimal fuel cycle transition strategy invalid. This work applies decision-making under uncertainty to fuel cycle transition analysis, demonstrating a new, systematic methodology for choosing flexible, adaptable hedging strategies that yield middle-of-the-road results until uncertainties are resolved. A case study involving transition from the current once-through light water reactor (LWR) fuel cycle to one relying on continuous recycle in fast reactors (FRs) is cast as a no-data decision problem. The transition is subject to uncertainty in the cost of spent nuclear fuel (SNF) and high-level waste (HLW) disposal in a geologic repository, slated to open some years into the future. Following the repository open date, the cost of SNF and HLW disposal is made known, and may take on one of five possible values. Strategies for the transition are enumerated and simulated using VEGAS, a systems model of the nuclear fuel cycle that solves for its material balance and applies input cost data to calculate the associated annual levelized cost of electricity (LCOE). Perfect information strategies are found using the lowest average, maximum, and integrated LCOE objective functions. The loss in savings for following a strategy other than the perfect information strategy is the "regret" which is calculated by evaluating the performance of each strategy for every end-state. Hedging strategies are then selected by either minimizing the maximum or the expected regret. Generally, the optimal hedging strategy identified using the decision methodology suggests a partial transition to a closed fuel cycle prior to the repository open date. Once the repository opens, the transition may be abandoned or accelerated depending on which disposal cost outcome is realized. The lowest average and integrated LCOE objective functions perform similarly; however, the lowest maximum LCOE objective function appears overly sensitive to aberrations in the annual LCOE that arise due to idle reprocessing capacity. The minimax regret choice criterion is shown to be more conservative than the lowest expected regret choice criterion, as it acts to hedge against the worst-case outcome. By following a hedging strategy, agents may alter their fuel cycle strategy more readily once uncertainties are resolved. This results since hedging strategies provide flexibility in the nuclear fuel cycle, preserving what options exist. To this end, the work presented here may provide guidance for agent-based, behavioral modeling in fuel cycle simulators, as well as decision-making in real world applications.

Book excerpt: The objective of this report is to identify new basic science that will be the foundation for advances in nuclear fuel-cycle technology in the near term, and for changing the nature of fuel cycles and of the nuclear energy industry in the long term. The goals are to enhance the development of nuclear energy, to maximize energy production in nuclear reactor parks, and to minimize radioactive wastes, other environmental impacts, and proliferation risks. The limitations of the once-through fuel cycle can be overcome by adopting a closed fuel cycle, in which the irradiated fuel is reprocessed and its components are separated into streams that are recycled into a reactor or disposed of in appropriate waste forms. The recycled fuel is irradiated in a reactor, where certain constituents are partially transmuted into heavier isotopes via neutron capture or into lighter isotopes via fission. Fast reactors are required to complete the transmutation of long-lived isotopes. Closed fuel cycles are encompassed by the Department of Energy?s Advanced Fuel Cycle Initiative (AFCI), to which basic scientific research can contribute. Two nuclear reactor system architectures can meet the AFCI objectives: a?single-tier? system or a?dual-tier? system. Both begin with light water reactors and incorporate fast reactors. The?dual-tier? systems transmute some plutonium and neptunium in light water reactors and all remaining transuranic elements (TRUs) in a closed-cycle fast reactor. Basic science initiatives are needed in two broad areas:? Near-term impacts that can enhance the development of either?single-tier? or?dual-tier? AFCI systems, primarily within the next 20 years, through basic research. Examples: Dissolution of spent fuel, separations of elements for TRU recycling and transmutation Design, synthesis, and testing of inert matrix nuclear fuels and non-oxide fuels Invention and development of accurate on-line monitoring systems for chemical and nuclear species in the nuclear fuel cycle Development of advanced tools for designing reactors with reduced margins and lower costs? Long-term nuclear reactor development requires basic science breakthroughs: Understanding of materials behavior under extreme environmental conditions Creation of new, efficient, environmentally benign chemical separations methods Modeling and simulation to improve nuclear reaction cross-section data, design new materials and separation system, and propagate uncertainties within the fuel cycle Improvement of proliferation resistance by strengthening safeguards technologies and decreasing the attractiveness of nuclear materials A series of translational tools is proposed to advance the AFCI objectives and to bring the basic science concepts and processes promptly into the technological sphere. These tools have the potential to revolutionize the approach to nuclear engineering R & D by replacing lengthy experimental campaigns with a rigorous approach based on modeling, key fundamental experiments, and advanced simulations.
