Within a few years, however, most observers saw the protests as a failure given the outbreak of civil wars and re-emergence of authoritarian strongmen in countries like Egypt. But in Delta Democracy, Catherine E. Herrold argues that we should not overlook the ongoing mobilization taking place in grassroots civil society. Drawing upon ethnographic research on Egypt's nongovernmental organizations (NGOs) in the wake of the uprisings, Herrold uncovers the strategies that local NGOs used to build a more democratic and just society. Departing from US-based democracy advocates' attempts to reform national political institutions, local Egyptian organizations worked with communities to build a culture of democracy through public discussion, debate, and collective action. At present, these forms of participatory democracy are more attainable than establishing fair elections or parliaments, and they are helping Egyptians regain a sense of freedom that they have been denied as the long-time subjects of a dictator. Delta Democracy advances our understanding of how civil society organizations maneuver under state repression in order to combat authoritarianism. It also offers a concrete set of recommendations on how US policymakers can restructure foreign aid to better help local community organizations fighting to expand democracy.

Book excerpt: This thesis contributes to debates concerning the role of the Muslim Brotherhood and the study of political systems in transition, with a focus on Egypt following the 25 January 2011 revolution. Orthodox studies on political systems within Political Science, including scholarship on large-scale transitions and (liberal) democratisation, often focus on political institution-building, regime elites, civil/political rights, and purely structuralist approaches as explaining political dynamics and change. This study argues that discourse, power relations, and forms of resistance indicate and shape political processes, including change and transition. The originality of this work thus derives from its focus on discourse and power dynamics, analysed within the narrative accounts of informal political actors collected during Egypt's transition. This thesis also argues that the pillars of (liberal) democratisation have made possible the analytical location of the Brotherhood within these debates. For example, political systems have been measured on a (sometimes linear) scale from authoritarian to liberal democracy and this has made possible the framing of Islamic political movements on a scale from 'radical' to 'moderate', or constructed binaries in which movements like the Brothers are categorised. Through this work's analytical and empirical approach, these categories are shown to be simplistic and fragile. Two central themes are developed in relation to discourse, power relations, and the Brotherhood: democratisation as discourse and political violence. Through this study's framework political change and transformation are studied beyond the level of the regime and political elite, as is often the focus within political systems/transitions literature. Conceptions of Egypt's political transition and of the Brothers are grounded in empirical research and the experiences of political actors on the ground.

Though scholarship has commonly emphasized Arab political and military support of Axis powers, this work reveals that the shapers of Egyptian public opinion were largely unreceptive to fascism, openly rejecting totalitarian ideas and practices, Nazi racism, and Italy's and Germany's expansionist and imperialist agendas. The majority (although not all) of Egyptian voices supported liberal democracy against the fascist challenge, and most Egyptians sought to improve and reform, rather than to replace and destroy, the existing constitutional and parliamentary system. The authors place Egyptian public discourse in the broader context of the complex public sphere within which debate unfolded—in Egypt's large and vibrant network of daily newspapers, as well as the weekly or monthly opinion journals—emphasizing the open, diverse, and pluralistic nature of the interwar political and cultural arena. In examining Muslim views of fascism at the moment when classical fascism was at its peak, this enlightening book seriously challenges the recent assumption of an inherent Muslim predisposition toward authoritarianism, totalitarianism, and "Islamo-Fascism."
