Some countries are still emerging from the era of cold war politics, while debilitating internal struggles continue to plague others. Ethiopia, Namibia, South Africa, Uganda, and more recently, Angola and Mozambique are examples of the former. The latter is illustrated by the situation in countries such as Liberia, Somalia and the Sudan. This study, the transition from war to peace in Sub-Saharan Africa, offers practical guidance and examples of good practice for improving the design and implementation of programs for demobilization, reinsertion, and reintegration of ex-combatants and their dependents in client countries. It also provides a list of early warning signals that indicate whether the demobilization and reintegration programs (DRPs) process is not going according to plan and suggests preventive actions. Work on the ground, as well as case analysis in countries such as Ethiopia, Namibia, Uganda, Angola, Mozambique, and Rwanda form the basis of the suggested good practice in DRPs.

Book excerpt: Cultures of violence are characteristic of many countries in sub-Saharan Africa and attempts to move towards cultures of peace have often proved difficult and ineffectual. And yet, the wide variations in levels of violence within and between countries show that it is not inevitable; rather, it is the result of choices made at individual, community and societal levels. This book examines the potential of peace infrastructures as vehicles to strengthen and spread progress towards cultures of peace. Peace infrastructures vary hugely in sophistication and level. The examples examined in this book range from tiny structures which help resolve conflicts between individuals and within community organisations, peace committees which serve local communities, peace education and peace club programmes in schools, mediation mechanisms to prevent election violence and to ministries of peace to coordinate government and non-government efforts in peacemaking and peacebuilding. The overall finding is that the development of peace infrastructures at all levels has great potential to build cultures of peace. 1. It is the only book available which documents the experience and potential of nonviolence in post-independence sub-Saharan Africa. 2. It makes a persuasive case for the development of various peace infrastructures in order to make peace sustainable. 3. It explains how strategic planning can be utilised, both to bring about change and to institutionalise it.

Backed by a Rwanda-led regional coalition that drew support from Asmara to Luanda, the rebels of the AFDL marched over 1500 kilometers inseven months to crush the dictatorship. To the Congolese rebels and their Pan-Africanist allies, the vanquishing of the Mobutu regime represented nothing short of a "second independence" for Congo and Central Africa as a whole and the dawning of a new regional order of peace and security. Within fifteen months, however, Central Africa's "liberation peace" would collapse, triggering a cataclysmic fratricide between the heroes of the war against Mobutu and igniting the deadliest conflict since World War II. This book gives an account Africa's Great War. It argues that the seeds of Africa's Great War were sown in the revolutionary struggle against Mobutu- the way the revolution came together, the way it was organized, and, paradoxically, the very way it succeeded. In particular, the book argues that the overthrow of Mobutu proved a Pyrrhic victory because the protagonists ignored the philosophy of Julius Nyerere, the father of Africa's liberation movements: they put the gun before the unglamorous but essential task of building the domestic and regional political institutions and organizational structures necessary to consolidate peace after revolution.

While the intensity of conflicts in recent years is lower than that observed in the 1990s, the region remains prone to conflicts, with around 30 percent of the countries affected in 2019. In addition to immeasurable human suffering, conflicts impose large economic costs. On average, annual growth in countries in intense conflicts is about 2.5 percentage points lower, and the cumulative impact on per capita GDP increases over time. Furthermore, conflicts pose significant strains on countries’ public finances, lowering revenue, raising military spending, and shifting resources away from development and social spending.
