Book excerpt: The history of transit system management in the United States has largely been a history of failure--failure to come to grips with the real issues involved and failure to develop effective policies for an efficient and rational system. This book, the first major survey in more than a decade, catalogues management attempts to overcome constraints imposed by external institutional and sociopolitical factors, as well as by internal labor and resource problems. In combining actual case histories with academic insights, it offers managers and consultants the tools to make transit systems work.

Book Urban Transportation Planning in the United States

Download or read book Urban Transportation Planning in the United States written by Edward Weiner and published by Springer Science & Business Media. This book was released on 2012-11-13 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: The development of U.S. urban transportation policy over the past half-century illustrates the changing relationships among federal, state, and local governments. This comprehensive text examines the evolution of urban transportation planning from early developments in highway planning in the 1930s to today’s concerns over sustainable development, security, and pollution control. Highlighting major national events, the book examines the influence of legislation, regulations, conferences, federal programs, and advances in planning procedures and technology. The volume provides in-depth coverage of the most significant event in transportation planning, the Federal-Aid Highway Act of 1962, which created a federal mandate for a comprehensive urban transportation planning process, carried out cooperatively by states and local governments with federal funding. Claiming that urban transportation planning is more sophisticated, costly, and complex than its highway and transit planning predecessors, the book demonstrates how urban transportation planning evolved in response to changes in such factors as the environment, energy, development patterns, intergovernmental coordination, and federal transit programs. This updated, revised, and expanded edition features two new chapters on global climate change and managing under conditions of constrained resources, and covers the impact of the most recent legislation, 50 years after the Highway Act of 1962, emphasizing such timely issues as security, oil dependence, performance measurement, and public-private sector collaboration.

Book The National Transportation System Initiative

Download or read book The National Transportation System Initiative written by and published by . This book was released on 1996 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This progress report describes the development of the NTS initiative and proposed future activities to bring the NTS to its full potential. A set of preliminary national transportation performance indicators is proposed. These performance indicators should be seen as the beginning of a process rather than as the definitive set of national transportation system indicators. A second part of the NTS analytical process involves the development and application of a national transportation network analysis capability (NTNAC) that will provide the ability to evaluate the national network in a multi- modal manner. Using the NTNAC, problems with the Nation's transportation system can be identified and policy options to address these problems evaluated. The report concludes with a discussion of the use of the NTS within the Department. It is proposed that the results of the analyses carried out using the national transportation performance measures and the NTNAC in the assessment of the Nation's transportation system, the identification of issues, and the analysis of options be presented in biennial State of the National Transportation System reports.

Book Performance based Measures in Transit Fund Allocation

Download or read book Performance based Measures in Transit Fund Allocation written by Robert G. Stanley and published by Transportation Research Board. This book was released on 2004 with total page 87 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis will be of interest to transit practitioners and transportation professionals, including technical and research staff, as well as those working with them, with regard to the use of performance measures for the allocation of financial assistance to local transit agencies. The synthesis explores current perspectives, practices, and experiences. It focuses primarily on the extent to which traditional measures of transit performance such as internal measures of economic efficiency, service effectiveness, and productivity are used in allocating funds to transit. The report summarizes the experiences of a variety of transit agencies. In addition, it sought to capture key perspectives of transit and transportation professionals on the relationship between system performance and funding decisions and to identify barriers to more extensive use of performance measures in the allocation of funds for public transportation.

Book Policy and Planning as Public Choice

Download or read book Policy and Planning as Public Choice written by David Lewis and published by Routledge. This book was released on 2019-07-09 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1999, this book applies formal economic measures to the passenger and taxpayer benefits of public transit service in the United States under a public choice analytical framework. Approximately 400 local transit budgets have been renewed annually for more than 25 years. These budgets epitomize Braybrooke and Linblom’s concept of 'disjointed incrementalism' and Buchanan’s concept of 'Public Choice' since local legislators funded transit despite constant academic criticism of transit performance. On the other hand, Braybrooke and Lindblom and Buchanan show that local budgets capture benefits that traditional planning analysis does not grasp. This is borne out in analysis in the book. Indeed, far from draining society, transit returns five dollars in benefits for each one dollar of public subsidy. After explaining the analytical framework in Chapter 1, four chapters are devoted to measuring the value of transit benefits. The concluding chapter draws out the implications of this approach and of benefit measurement for policy and planning.
