Cities and regions throughout the world are encouraging smarter growth patterns and expanding their transit systems to accommodate this growth, reduce greenhouse gas emissions, and satisfy new demands for mobility and accessibility. Yet despite a burgeoning literature and various policy interventions in recent decades, we still understand little about what happens to neighborhoods and residents with the development of transit systems and the trend toward more compact cities. Research has failed to determine why some neighborhoods change both physically and socially while others do not, and how race and class shape change in the twenty-first-century context of growing inequality. Drawing on novel methodological approaches, this book sheds new light on the question of who benefits and who loses from more compact development around new transit stations. Building on data at multiple levels, it connects quantitative analysis on regional patterns with qualitative research through interviews, field observations, and photographic documentation in twelve different California neighborhoods. Book excerpt: This dissertation aims to provide a more complete picture about transit oriented development (TOD) by dealing with two major questions 0́3 first, what makes regions more or less likely to encourage the adoption of TOD policy; and second, whether, how and to what extent does TOD influence household expenditures on transportation. The first research question is tested though the discrete event history models, in which a set of key regional characteristics including population density, central-place population, personal income, congestion level, transit service, and political culture that shape the adoption of TOD policy are highlighted. The second research question heavily draws on several rich streams of literature on the built environment and travel behavior. The analysis first focuses on the half-mile radius area around each fixed guideway transit station across the San Francisco Bay Area, using a structural equation modeling approach. Particular emphasis is placed on what TOD characteristics influence average household transportation costs and how important TOD characteristics are relative to other factors. A number of TOD characteristics do increase transportation affordability to varying degrees, though most elasticities are small in magnitude. Meanwhile, some of these TOD characteristics increase housing costs, further indicating the importance of integrating affordable housing goals into the development of TOD. An independent but closely related analysis on the same research question is followed by, though the emphasis has shifted to the household level analysis. The role of TOD as a distinct planning strategy in affecting household transportation costs is specified within a sample selection model's framework, while controlling for residential self-selection bias. The finding of the moderately positive contribution of TOD to reducing household transportation costs remains the same. The empirical results also shed light on the effective TOD policy-making and implementation.

TOD has many potential benefits for cities and regions, and is considered a critical element in reshaping sprawling car-dependent urban regions into denser regions built around transit corridors. However, it is not a magic bullet solution for metropolitan transportation problems: challenges persist, such as displacement of local residents and regulatory barriers. How has TOD been successfully implemented? How can we integrate the positive aspects of TOD while minimizing its negative impacts? This book presents a study conducted at the University of Amsterdam, exploring 11 international case studies, including a meta-analysis, rough set analysis and policy transfer workshops. The authors discuss the findings and present solutions to persistent challenges to transit-oriented development. Additional literature on eTOD (equitable TOD) strategies, as a fundamental component of planning for regional transportation, shows that these approaches can result in more collaborative processes, community-led development that minimizes the negative impacts of transportation infrastructure. As our Dutch colleagues stated, TOD can be considered a policy concept that can be used as a story to unite people.

Book excerpt: The Mineta Transportation Institute (MTI) at San José State University assigned a project team to design a planning template for transit-oriented development (TOD) that incorporates an understanding of nonwork travel, that is, trips for shopping, eating out, and engaging in recreational and cultural activities. Nonwork trips are growing in signifigance and now account for four of every five trips. At the same time, TOD has become a popular planning response to the impacts of metropolitan growth. Some planners believe that TOD will induce more pedestrian and transit trips and will reduce the average length and frequency of household auto travel. This effect is assumed to result from improved accessibility to employment and nonwork venues located in compact, mixed-use centers. Planning professionals in many MPOs also suggest that if multiple centers are linked by high quality transit, such as light or heavy rail, access is enabled to the broad range of nonwork activities.

Book excerpt: Transit-oriented development (TOD) has gained popularity worldwide as a sustainable form of urbanism; it concentrates development near a transit station so as to reduce auto-dependency and increase ridership. Existing travel behavior studies in the context of TOD, however, are limited in terms of small sample size, inconsistent TOD classification methods, and failure to control for residential self-selection. Thus, this study has three research questions. First, how can we distinguish between Transit-oriented development (TOD) and Transit-adjacent development (TAD)? Second, how do travel behaviors vary between TODs and TADs? Third, how does transportation affordability vary between TODs and TADs? This study utilizes cluster analysis to classify station area types and propensity score matching to control residential self-selection. From cluster analysis with built-environment factors--density, diversity, and walkability--in a half-mile buffer, this study classifies existing station areas as TOD, TAD or Hybrid types. After controlling for residential self-selection, it shows that a TOD motivates its residents to walk more and take transit more while using personal vehicles less. The significant difference between TOD and TAD in both VMT and the number of auto trips demonstrates that TODs make the personal vehicle trips shorter and fewer. Travel behavior in the Hybrid type demonstrates the possibility of gradual and practical change. Finally, the percentage of household income spent on transportation is lower in TOD households than TAD households. This shows that a TOD household is likely to save enough money on vehicle ownership and use that, while it likely spends more on transit, the final result is a significantly lower financial burden from transportation.
