Book excerpt: Automated Information Systems (AIS) are Software systems that support administrative functions, such as accounting, payroll, finance, personnel, inventory control, logistics, and equipment and maintenance scheduling. An ERP system is a type of AIS that works to integrate all the different functional business areas of an organization. Since the 1990s, a large number of corporations have transitioned from legacy proprietary software to an ERP. The companies who have successfully made the transition have greatly benefited from the flow of information across the organization that is brought about by the ERP's ability to integrate the multi-dimensional data into a single common database. The current AIS environment of the DOD is marked by a lack of systems integration. Like industry, the DOD is looking to combat this environment with ERP systems. This thesis intends to document the history of the ERP implementations in the DOD. In addition, this thesis will highlight the different approaches each service is taking to complete their transitions. The thesis will also compare the plans of the services to the plans that successful corporations executed in their transitions to an ERP. By comparing the plans of the services to industry's guidelines on how to correctly implement an ERP, this thesis will provide new analysis to aid the DOD in this critical endeavor.

DOD is in the process of implementing nine enterprise resource planning (ERP) efforts which perform business-related tasks such as general ledger accounting and supply chain management. These efforts are essential to transforming DOD's business operations. GAO was asked to (1) provide the status of the ERPs as of December 31, 2009; (2) determine whether selected ERPs followed schedule and cost best practices; and (3) determine if DOD has defined the performance measures to assess whether the ERPs will meet their intended business capabilities. To accomplish these objectives, GAO reviewed data on the status of each ERP from the program management officers and interviewed the DOD and military departments' chief management officers.

Book excerpt: To correct its long-standing and pervasive financial management weaknesses, the Department of Defense (DOD) plans to invest billions of dollars to modernize its financial management operations and supporting systems. Effectively managing such a large and complex endeavor requires, among other things, a well-defined and enforced blueprint for operational and technological change, commonly referred to as an enterprise architecture. Such an architecture provides a clear and comprehensive picture of an entity, whether it is an organization (e.g., federal department, agency, or bureau) or a functional or mission area that cuts across more than one organization (e.g., financial management or combat identification 1). This picture consists of three integrated components: a snapshot of the enterprise s current operational and technological environment, a snapshot of its target environment, and a capital investment road map for transitioning from the current to the target environment. The use of enterprise architectures is a best practice in information technology (IT) management followed by leading public and private organizations and is required by the Clinger-Cohen Act of 1996, the Office of Management and Budget (OMB), and DOD. 2 Our experience with federal agencies has shown that attempting a major modernization effort without a complete and enforceable enterprise architecture results in systems that are duplicative, are not well integrated, are unnecessarily.

Book excerpt: This thesis examines the Enterprise Resource Planning (ERP) pilot implementation conducted at the Space and Naval Warfare Systems Center San Diego (SSC-SD), the first of four Department of the Navy (DON) pilot implementations. Specifically, comparisons are drawn between both successful and unsuccessful ERP implementations within private sector organizations and that of SSC-SD. Any commonalities in implementation challenges could be applied to future ERP implementations in both the DON and Department of Defense (DOD). The findings are based in part upon interviews and data collected. From the comparison, commonalities exist in ERP implementation challenges between private sector organizations and SSC-SD. Additionally the management techniques used to mitigate those challenges are similar. Finally, due to SSC-SD's financial management structure and appropriated funding constraints, unique obstacles were identified during the implementation. These unique obstacles will be encountered by other Working Capital Funded (WCF) organizations planning to implement ERP on the same scale as SSC-SD. This thesis supports that the implementation of ERP at SSC-SD was a success based on industry comparisons, the goals of Project Cabrillo's business case analysis (ECA), and its Chief Financial Officer (CFO) Act compliancy assessment, January 2002.

Book excerpt: The Department of Defense (DOD) has long been challenged in effectively implementing key acquisition management controls on its thousands of business system investments. For this and other reasons, GAO has designated DOD's business systems modernization efforts as high-risk since 1995. One major business system investment is the Navy's Enterprise Resource Planning (ERP) system. Initiated in 2003, it is to standardize the Navy's business processes, such as acquisition and financial management. It is being delivered in increments, the first of which is to cost about $2.4 billion over its 20-year useful life and be fully deployed by fiscal year 2013. To date, the program has experienced about $570 million in cost overruns and a 2-year schedule delay. GAO was asked to determine whether (1) system testing is being effectively managed, (2) system changes are being effectively controlled, and (3) independent verification and validation (IV&V) activities are being effectively managed. To do this, GAO analyzed relevant program documentation, traced random samples of test defects and change requests, and interviewed cognizant officials.

Book excerpt: In the summer of 2008, the Global Combat Support System Marine Corps (GCSS-MC) breached both cost and schedule in development of their ERP system. In addition, Navy ERP has had problems, GCSS-Army has been delayed, and the Air Force Expeditionary Combat Support System (ECSS) is currently rebaselining their program. Why are all of these DoD ERP system development efforts having difficulty and is there a better way to implement ERP systems in the DoD? This research focuses on DoD ERP implementation efforts ongoing in the Army, Navy, Air Force, and Marine Corps. A macro-level review of six DoD ERP implementations provides a historical perspective reflecting the difficulty all have had in developing their respective ERP systems. A micro-level review of the GCSS-MC program identifies systems engineering challenges the program has faced. The conclusion is that all Service Components have similar requirements and all struggle with development of their respective ERP solution. Much money has been and continues to be spent on ERP implementation and each implementation has taken much more time than was originally planned. It is important for the DoD to take a hard look at how the current ERP solutions have been developed and determine alternate ways to develop similar systems in the future. The DoD cannot afford the billions of dollars that have been spent on multiple system developments and needs to figure out a way to consolidate efforts between the Service Components. These consolidated efforts may provide not only an expedited system development effort but also a common system that can be centrally managed and used to breakdown the unique stove pipe processes within each Service and transform logistics chain management as it is known today.

Book excerpt: The Department of Defense (DOD) considers the transformation1 of the U.S. military a strategic imperative to meet the security challenges of the new century. In October 1998, DOD established a joint concept development and experimentation program to provide the engine of change for this transformation. The U.S. Joint Forces Command, the executive agent of the program, carries out experiments-with support from the military services, the combatant commands, and other DOD organizations-to explore and analyze new joint operational and organizational concepts. The experiments can include studies and analyses, conferences, workshops, seminars, war games, and simulated or live field experiments. On the basis of these experiments, the Joint Forces Command recommends changes aimed at achieving significant improvements in joint capabilities. The Joint Requirements Oversight Council2 reviews the Command's recommendations, and the Chairman of the Joint Chiefs of Staff is responsible for approving them. The Council also oversees the implementation of approved recommendations. The cumulative changes are expected to contribute to the way U.S. military forces are transformed. In November 2001, DOD also created an Office of Force Transformation to foster innovation and experimentation and assist the Secretary of Defense to develop guidance and identify strategies and policies for transformation. Because of the central role DOD's joint experimentation program plays in military transformation, we reviewed related activities to determine whether changes are needed to improve the program's ability to focus on future joint operations, military transformation, and the rapid integration of results.
