Book excerpt: The transformation of Central and East European (CEE) armed forces into modern contributors to Euro-Atlantic security during the next decade will be more difficult than in the last because euphoria over joining the West is dissipating and attention is turning to problems of reform CEE governments have been unable to provide long-term plans and to guarantee resources to build military capabilities. Plans still must be developed, especially in Slovakia and Slovenia. and reliable projections of resources are sorely needed in Romania Downsizing and restructuring militaries and integrating general staffs within ministries of defense can create friction in civil-military relations: the United States could help mitigate such problems through retraining aimed at alternate careers and merit- based career development programs In moving to all-volunteer forces, CEE partners will lose an instrument for shaping the citizens of young democracies (such as Lithuania) and manpower pools from which to recruit extended-service volunteers (like Germany) NATO allies could provide partner programs focused on conscription to foster civic virtues and help define training for specific military roles and missions Confusion prevails over the appropriate length of conscription for each CEE country However, terms of 6 or 7 months can only prepare reserve forces and are not adequate to meet operational requirements.

Book excerpt: The issue of police reform in countries in transition from state socialism toward more democratic forms of governance has risen to practical prominence in recent years. The collapse of the Soviet Union initiated fundamental changes in aspirations, ideologies and governing practices among former members of the socialist camp. Reforming policing systems which had served primarily to protect the party-states from their opponents into systems which serve and protect civic society has come to be seen as an essential prerequisite and concomitant of the democratisation process in transitional countries. The chapters in this book describe what has happened to the policing systems in 14 countries in Central and eastern Europe; what reforms in ideology, organisation, policies and practices have been undertaken; what has changed in the way policing is done; and assessment of whether the policing system has moved closer toward democratic policing. In combining descriptions of reforms and assessments of whether reforms have moved policing systems toward more democratic forms, the book provides a comparative overview of what has been achieved since 1989 and what has been learned so far about how to reform policing systems along democratic lines. Such lessons offer insights for further reform in transitional countries and for Western democracies as well, and we hope will stimulate more theoretical discussions of the nature and dynamics of policing systems, state-society relations, and the role of processes of democratisation of policing systems.

Book excerpt: The collapse of the Warsaw Pact, the end of global confrontation and the subsequent disintegration of the Soviet Union brought about a real opportunity for European unification and transatlantic security. Thus there is a unique chance for the states of Central and Eastern Europe to build an improved security architecture in the whole Euro-Atlantic area after half a century of division. That is why Central and East European countries are seeking to join NATO and in that way provide increased stability, peace and security for all without creating new dividing lines. To join NATO all Central and East European countries need to accomplish democratic transformation especially in the system of civil-military relations. Democratic civilian control of the military is one of the main prerequisites for Central and East European states to qualify for inclusion in NATO. Thus, NATO enlargement can promote democratic transformations of the East European countries, especially in civil-military relation realm, and integration of the Central and East European countries into the North Atlantic Treaty Organization. By admitting new members NATO will make itself better able to address Europe's new security challenges. Such a broad concept of security embracing political, economic and defense factors can be the basis for the new security architecture which must be built through a process of integration and cooperation among the partners.
