Book excerpt: In his book On War-published in 1852 the great Prussian theorist Carl Von Clausewitz described what we have come to know today as a remarkable trinity that consisted of the government the military and the people. He recognized that a crucial relationship existed between the three and that if a balance was not maintained synergistic effect of the trinity as a powerful force becomes muted. His theory asserted that the three entities are inextricably linked and that neglect in one area equates to neglect in all areas. Although this is a basic interpretation of a complex idea the point is that all parts of the equation are important. Certainly a perfect balance cannot be maintained at all times but the caution is that there is a limit. This belief can certainly be applied to the Air National Guards remarkable trinity-the airman the family and the employer. Thousands of dedicated guardsmen regularly perform an extraordinary balancing act in regard to their military family and employer related responsibilities. As the Air National Guard continues to participate in worldwide operations at a phenomenal pace a clear strain has been placed on each of these three segments. This paper will explore the issues surrounding those strains and present recommendations on how to maintain a balance. As the military transforms so too must the Air National Guard. The relationship that exists between the airman the family and the employer must be considered as the Air National Guard contemplates changes necessary to ensure the force of the 21st century remains ready reliable and relevant.

Book excerpt: Over the past 25 to 30 years, the active Air Force has made dramatic changes in the organization and structure of fighter aircraft maintenance units, while Air National Guard (ANG) maintenance units have remained substantially the same. The acceptance of the gaining-command concept in 1960 effectively bound the ANG to abide by the training and policy guidelines of the active Air Force. According to this concept each Air National Guard unit is aligned by mission with an active Air Force major command. During peacetime each major command is responsible for providing policy guidelines and monitoring the training of each of its designated units to include conducting operational readiness inspections (ORI). Upon mobilization the various Guard units are integrated with their gaining command to complete a total force structure capable of meeting wartime contingencies. The Vietnam experience taught us some lessons about organizing for combat and training the way we plan to fight. The active tactical air forces (TAF) responded to those lessons learned and to a changing environment by changing the structure of their maintenance organization. The changes that were made could affect the ANG's ability to integrate with the active forces when mobilized and to interact with them during peacetime training, exercises, and deployments.

What are the factors that influence the success or failure of organizations today? Can organizations continue to operate in the same fashion that they did 20 years ago? the purpose of this study was two-dimensional. First, the study was intended to identify the key issues facing the strategic positioning of the Maine Air National Guard, Bangor, Maine, in the 21$\sp{\rm st}$ century. Secondly, the study was designed to identify whether there was a shared vision among the members of the Maine Air National Guard, Bangor, Maine. the primary source of data collection was the Delphi Technique. In the administration of the Delphi Technique, the population was broken into three sample groups. the first group consisted of only senior leaders. the second group consisted of only middle-level leaders, and the third group consisted of line managers. Three groups were used to identify whether there was a shared vision between the groups. the research included three rounds of anonymous data gathering. the results of the research indicated what each group thought were the five major areas of concern that the Maine Air National Guard, Bangor, Maine, should concern themselves with in order to be a viable operation into and beyond the 21$\sp{\rm st}$ century. the research also indicated that there is relatively little shared vision between the senior and middle level leaders and line managers. These results indicate that like so many other organizations, not specifically military organizations, the underlying problem exists in the inability of senior leaders, who establish the vision to communicate it effectively. Although senior leaders are responsible for establishing the vision of an organization, they are also responsible for sharing that vision with the populous of their organization.

While the typical RC soldier fully accepts his or her responsibility as a warrior on the battlefield during a declared armed conflict the ambiguity surrounding the increased number of peacekeeping missions operations supporting the Global War on Terrorism (GWOT) and the mission of the RC in Homeland Security post September 11th 2001 have generated the need to examine and define the role of the Army National Guard (ARNG). The purpose of this paper is to address the historic role of the ARNG and to discuss the recent shift in policy surrounding the use of the RC and ARNG in last decade for international Peacekeeping Operations. It will examine the changing role of the ARNG as it relates to Homeland Security (HLS). Furthermore it will discuss current and future ARNG force structure and make recommendations that will assist in defining the future part the ARNG will play in the National Military Strategy and in as we enter the 21st century.
