Book excerpt: Indonesia has managed to combine high rates of growth, rapid reductions in rural poverty and a significant structural transformation of its economy all at the same time without a big increase in urban manufacturing. Agriculture was a critical part of this transformation through two important channels. First, export-oriented agriculture, particularly palm oil and rubber contributed to rising foreign exchange receipts and helped make compatible rapid growth without balance of payments pressure on the macro economy. Second, through the release of workers from low productivity agriculture to more productive nonagricultural activities, structural change contributed between 25 and 50 percent of the rise in national labor productivity depending on the period. The government also played an important role in agricultural development and productivity growth. Public investments in irrigation in combination with subsidies for fertilizer and improved seeds increased agricultural productivity generating an adequate supply of food for domestic needs with less labor.

Likewise, meaningful progress has been seen in daily calorie consumption and a declining stunting rate. But despite these gains, many challenges are evident. On the production side, agriculture struggles to promote productivity, community livelihood, and sustainability—a challenge made more pronounced by increased extreme weather events, climate change, and emissions . Meanwhile, on the consumption side, not everyone enjoys access to food and nutrition security equally. Modernizing agriculture is seen as a potential response to challenges in agriculture. Increased investment in agricultural mechanization and digital technologies provides a critical avenue to transform the sector into a more inclusive, efficient, and sustainable system. With the expected increase in productivity and income—including for smallholder farmers—agricultural modernization will help Indonesia’s economy structurally transform and finally shift off-farm toward higher-paying, higher-productivity sectors outside of agriculture. The challenges facing Indonesia's food security and modernization efforts in agriculture set the broad context for this book. While solutions to food insecurity are complicated and involve many stakeholders, this book focuses on optimizing the private sector’s role in improving food security. The Center for Indonesian Policy Studies (CIPS) has gathered expertise on a range of topics related to improving Indonesian agriculture and food security and the private sector’s contribution. It principal thesis is that many centuries of intensifying wet-rice cultivation in Indonesia had produced greater social complexity without significant technological or political change, a process Geertz terms "involution". Written for a US-funded project on the local developments and following the modernization theory of Walt Whitman Rostow, Geertz examines in this book the agricultural system in Indonesia and its two dominant forms of agriculture, swidden and sawah. In addition to researching its agricultural systems, the book turns to an examination of their historical development. Of particular note is Geertz's discussion of what he famously describes as the process of "agricultural involution" in Java, where both the external economic demands of the Dutch rulers and the internal pressures due to population growth led to intensification rather than change.

Book excerpt: The serious degradation of the vast peatlands of Indonesia since the 1990s is the proximate cause of the haze that endangers public health in Indonesian Sumatra and Borneo, and also in neighbouring Singapore, Malaysia and Thailand. Moreover peatlands that have been drained and cleared for plantations are a major contributor to greenhouse gas emissions. This new book explains the degradation of peat soils and outlines a potential course of action to deal with the catastrophe looming over the region. Concerted action will be required to reduce peatland fires, and a successful policy needs to enhance social welfare and economic survival, support natural conservation and provide a return on investment if there is to be a sustainable society in the peatlands. This book argues that regeneration is possible through a new policy of people’s forestry that includes reforestation and rewetting peat soils. The data come from a major long-term research effort—the humanosphere project—that coordinates work done by researchers from the physical, natural and human or social sciences.
