Book excerpt: Financialization is the increased influence of financial actors and logics on social and economic life, and is one of the key drivers transforming food systems and rural economies around the world. The premise of this book is that the actions of financial actors, and their financial logics, are transforming agri-food systems in profound ways. It is shown that although financialization is a powerful dynamic, some recent developments suggest that the rollout of financialization is contradictory and uneven in different spaces and markets. The book examines cases in which state regulation or re-regulation and social movement resistance are setting roadblocks or speed bumps in the path of financialization, resulting in a ‘cooling off’ of investment, as well as the other side of the argument where there is evidence of a ‘heating up’. The authors address not only the limits to financialization, but also the mechanisms through which financial entities are able to penetrate and re-shape agri-food industries. This book provides both a comparative analysis of financialization blending, and empirical findings with conceptual insights. It explores the connection between financialization, food systems, and rural transformation by critically examining: the concept of financialization and how food and farming are being financialized; the impacts of financialization in the food industry; and financialization in farming and forestry – along with the impacts this has on rural people and communities. Book excerpt: This paper discusses how adapting food production systems to respond to consumer demand for healthier diets is a major opportunity to mitigate and adapt to climate change in agro-rural economies. It also addresses how existing technological solutions for climate change mitigation and adaptation need to create more balance between the production and consumption tiers of agrifood systems. Policy dialogue includes managing trade-offs between different sector and stakeholder interests and exploring synergies rather than focusing on exclusivity and competition. This requires a new framework that goes beyond sector-specific policy development. Political economy issues compound the outcome of evidence-based policy dialogue results. For example, political motivation for exporting protein-rich foods may lead to negative impacts on local food sovereignty and food production for local markets. In this regard, the use of concrete policy dialogue tools (food-based dietary guidelines, land use planning and discussions on a protein production strategy) can facilitate a more interactive policy process. The document also stresses how specific rural transformation efforts (e.g., adopting territorial approaches for conceiving and implementing policies; targeting specific producer and consumer groups; strengthening resource ownership; and empowering women and young people) are an integral part of agrifood systems transformation.

Unlike past technological revolutions in agriculture, which began on farms, the current revolution is being sparked at multiple points along the agrifood value chain. The change is driven by the ability to collect, use, and analyze massive amounts of machine-readable data about practically every aspect of the value chain, and by the emergence of digital platforms disrupting existing business models. All this allows for drastically reduced transaction costs and pervasive information asymmetries that plague the agrifood system. The success of the digital transformation, however, is not guaranteed as the risks it brings are numerous, including those related to data governance and inadequate competition within and between digital platforms. What’s Cooking: Digital Transformation of the Agrifood System investigates how digital technologies can accelerate the transformation of the agrifood system by increasing efficiency on the farm; improving farmers’ access to output, input, and financial markets; strengthening quality control and traceability; and improving the design and delivery of agriculture policies. It also identifies a key role for the public sector in maximizing the benefits of this process while minimizing its risks, through enabling an innovation ecosystem featuring open datasets, digital platforms, digital entrepreneurship, digital payment systems, and digital skills and encouraging equitable technology adoption.

Rising temperatures, changing rainfall patterns, and more frequent extreme weather events threaten agricultural production and the biodiversity and ecosystem services that underpin agriculture. Within food systems, climate change affects processing, storage, transport, and retailing of food and affects our food environments. These growing climate risks impact food security, nutrition, and human health, as well as equity and livelihoods, with poor food producers and consumers hit hardest. They make food systems a riskier source of income and reduce the availability of food — worsening poverty and inequity, disrupting livelihoods, and contributing to hunger and malnutrition. At the same time, food systems are failing to provide healthy diets for all, and are generating one-third of human-caused greenhouse gases. Solutions must address this complex nexus of problems. Climate change adaptation and resilience-building efforts for food systems must be accelerated to reverse growing malnutrition, ensure that all people can access healthy diets, and provide sustainable livelihoods. At the same time, efforts to transform food systems work to reduce their environmental footprint. Farmers and small businesses along food value chains in low- and middle-income countries will have to adapt their practices to a climate marked by extreme weather events and changing seasonal patterns in order to meet growing and changing food demand, while also contributing to mitigation. Support for this critical transformation requires not only the development, dissemination, and adoption of appropriate low-emissions, climate-smart technologies and practices, but also a focus on the policies, institutions, governance, and behavior change that can promote sustainable, inclusive food systems.
