To the members of this Society his life-work will be all the more congenial and attrac tive, because it shows that he has opened out a new kingdom of interesting organisms, the infinitely little solved many problems previously unexplained; shed, by the lustre of his genius, much light on biology; cleared the way for a rational interpretation of the causes of infectious diseases; unfolded the principle on which the J ennerian practice of vaccination is based; and successfully applied that principle to the prevention of anthrax, chicken cholera, and hydrophobia. The more his method of discovery is studied, the more vividly does it appear that he possesses in an extraordinary degree the divine power of distilling from facts their essences, or of extracting from them the principles from which they flow and that the mind is the standard of the man. He has questioned, verified, and learned. He has searched out the secrets of nature by experiment. First Indications of Vitality. - Arago, in 1811, and Biot, in 1812 and 1818, first pointed out that a plate of rock crystal, cut perpendicular to the axis of the prism, possessed the power of rotating the plane of polarisation through an angle dependent upon the thickness of the plate and the refrangability of the light (tyndall). Biot also proved that there were two kinds of rock crystal, one turning the plane of polarisation to the right, the other to the left. They were accordingly called right and left-handed crystals. We found that - partly, no doubt, through the general amelioration of social condi tions, but partly also, as there was good reason to believe, as the result of efforts specially directed towards the improvement of the public health - there had been, during the half-century under review, a marked decline of the death-rate, it having fallen from per inhabit ants per annum in the five years 1847-51, to in the five years 1892-96. This fall, moreover, has taken place in spite of the increasing aggregation of the population in towns, a circumstance which of itself would have tended in a contrary direction. If in physiology and therapeutics, we have recourse to this science for the com position Oi our facts, for a knowledge of the general from the particular, for the, apprehension of degrees of certainty under conditions that are inconstant and not wholly known; the indebtedness of epidemiology to mathematics begins at an earlier and ends at a later period of its course. Though not nearly so advanced and comprehensive as many would justly wish to see them, they are nevertheless based upon lines easily susceptible of such expansion as will meet the demands and necessities of the future. The good intentions displayed in their construction, for which the proverbial praise may be accorded, are, however, materially frustrated by the cumbrousness and costliness of their provisions, not to mention legal subtleties, formulae, and forms retained in full force, even for the benefit of owners of houses acknowledged to be insanitary. To such an extent is this carried still by the law as it stands, that the so-called rights of property are held to be sacred, and, accordingly, take the first place, whilst the claims of the humbler, helpless, and poorer classes of humanity are relegated to a secondary position. For myself, I confess that in their revised form I have greater confidence in comparing the rates of the present with those of the past than I should have had in the absence Of such revision, In attempting to trace through a long series of years the changes of mortality from a widespread and terribly destructive malady like tuberculosis, certain precautions must be Observed. Book excerpt: Excerpt from Transactions of the Epidemiological Society of London, Vol. 9: Session 1889-90 The average strength of the army for 1887, excluding local corps recruited from natives of our Colonial and Indian settlements, was scattered over the various military stations in the United Kingdom, Channel Islands, Gibraltar, Malta, Cyprus, Egypt, Canada, Bermuda, West Indies, South Africa, Mauritius, Ceylon, China, Straits Settlements, India, and on board ships in transit from one part of the Queen's dominions to another. This distribution of Her Majesty's troops covers vast tracts of the world's surface over which great epidemics have often prevailed, and will, it may be feared, again do so. Moreover, they garrison many points along the great routes of human intercourse by which epi demic diseases are usually held to be propagated. At all events, they are as fully and freely exposed to every pan demic and epidemic influence as others, and if equally suscep tible and unguarded, would no doubt suffer equally with them. Following the nomenclature of diseases recently issued by the Royal College of Physicians Of London, and approved for use in Her Majesty's public services, and taking Sub group I of general diseases, which includes: 1, small-pox; 2, cow-pox; 3, chicken-pox 4, measles; 5, epidemic rose rash; 6, scarlet fever; 7, dengue; 8, typhus fever; 9, plague; 10, relapsing fever; 11, influenza; 12, Whooping cough; 13, mumps 14, diphtheria; 15, cerebro-spinal fever.
