Focused on the former Yugoslavia, where the 1990s saw an unprecedented investment of time and energy by a host of international organizations in processes of reconstruction and democracy assistance, the contributors offer description and analysis of diagnostic cases of international intervention to explore how the mission and vision of "democracy promotion" is enacted on the ground. Their experiences reflect wider trends in the evolution of U.S. democracy assistance after the end of the Cold War, which has increasingly focused on locally-oriented development and civic action as a necessary component of democratic transition. In these cases, individuals from outside the region found themselves charged with advancing ambitious agendas of social and political change while dealing with the micropolitics of particular situations-where, for example, village solidarity is fractured by old rivalries, participation in decision-making is habitually restricted by gender or ethnicity, or where donors and implementers disagree on the best way forward. The book includes an overall introduction and eight chapters focusing on case-studies from Kosovo, Serbia and Macedonia. Each case is described by a participant and put in wider context by a short editorial introduction. As the proportion of food consumed at home declines and consumers seek to expand their range of culinary experiences, food from cultures where beef is not a mainstay of the diet have gained more prominence. These restaurant experiences are increasingly being reflected in the near table ready products on offer in supermarkets. Consumers are still likely to enjoy a good steak, other traditional beef products now struggle for consumers. The implications of the response of the beef industry to the changes buffeting the sector goes beyond strictly commercial concerns and will determine the place of beef and the industry's participants in the evolving North American culture.

But the book is also much more than that, namely, an ambitious attempt to integrate Computer-Supported Cooperative Work (CSCW), Workflow Management Systems (WFMS), and Transaction Processing (TP) technologies. The very term {\em cooperative transactions} is in itself contradictory. Cooperation technologies, such as CSCW, aim at providing a framework for information exchange between cooperating (human) participants. In contrast, traditional transaction technologies allow concurrent users to operate on shared data, while providing them with the illusion of complete isolation from each other. To overcome this contradiction, the TRANSCOOP researchers had to come up with a new and original notion of correctness of concurrent executions, based on controlled exchange of information between concurrent users. Merging histories in accordance with prespecified commutativity rules among concurrent operations provides transactional guarantees to activities such as cooperative designing, which until now had to be carried out sequentially. As an interesting consequence, it also provides a basis for management of consistency between disconnected or mobile users who operate independently and yet, must occasionally reconcile their work with each other.

It views the governance structure of TVEs as effectively combining the comparative advantage of local government officials in external management and of dual firm managers in internal management to overcome imperfections in both market and government during the transitional period. Through extensive field investigation analysis and case studies, this work shows that the governance structure of TVEs has been evolving during the past fifteen years. To adapt to the changing environment, TVEs have continuously innovated firm contractual form from a government official dominant fixed-wage form to a partnership style profit-sharing form, then to a privatization oriented fixed-rent form. This work develops a complete model to explain how the central government’s partial reform efforts in market liberalization have become the driving force to induce the contractual form innovation, and to explicate how heterogeneity in firms’ technical structures and in local economic settings may affect local government’s decisions regarding contractual form innovation. Using the author’s unique data set, the model simulations predict that the development in the whole market system will result in the diffusion of contractual form innovation and lead to an 'induced privatization’ in this sector. The following empirical studies show this to be a powerful prediction and the progress toward such ’induced privatization' can be expected in China in near future. This research work provides a rich empirical study on China’s institutional transition towards a market system. It explains how a bottom-up endogenous, instead of top-down exogenous, property rights reform can be realized in transitional economies. This work will serve as a valuable reference for researchers and students in economics, economic development and institutional economics - and especially for those interested in research.
