It was a preemptive defense of Spinoza's later work, Ethics, published posthumously in 1677, for which he anticipated harsh criticism. Men would never be superstitious, if they could govern all their circumstances by set rules, or if they were always favoured by fortune: but being frequently driven into straits where rules are useless, and being often kept fluctuating pitiably between hope and fear by the uncertainty of fortune's greedily coveted favours, they are consequently, for the most part, very prone to credulity. The human mind is readily swayed this way or that in times of doubt, especially when hope and fear are struggling for the mastery, though usually it is boastful, over - confident, and vain. Abandoning the opinions of many political writers, he most firmly propounds therein his own judgment; and throughout draws his conclusions from his premisses. In the first five chapters, he treats of political science in general - in the sixth and seventh, of monarchy; in the eighth, ninth, and tenth, of aristocracy; lastly, the eleventh begins the subject of democratic government. But his untimely death was the reason that he did not finish this treatise, and that he did not deal with the subject of laws, nor with the various questions about politics.
