Such depictions neglect how material hardship preceded success and how a fascist past and communist sibling complicated the country's image as a bastion of democracy. Even more disappointing, they brush over a rich and variegated cultural history. That history is told here by leading scholars of German history, literature, and film in what is destined to become the volume on postwar West German culture and society. This volume looks at the influence of revolutionary artistic traditions in the lyrics and music of the Liedermacher of east and west Germany: the rediscovery of the revolutionary songs of 1848 by the 1960s West German folk revival, the use of the profane "carnivalesque" street-ballad tradition by Wolf Biermann and the GDR duo Wenzel & Mensching, the influence of 1920s artistic experimentation on Liedermacher such as Konstantin Wecker, and the legacy of Hanns Eisler's revolutionary song theory. The book also provides an insider perspective on the countercultural scenes of the two Germanys, examining the conditions in which political songs were written and performed. In view of the decline of the political song form since the fall of communism, the book ends with a look at German avant-garde techno's attempt to create a music that challenges conventional cultural perceptions and attitudes. The Allied victors disbanded the German armed forces after World War II, only to press for the arming of the Federal Republic of Germany under the altered political conditions of the cold war. This book is the first comprehensive narrative and analysis of the efforts of German military professionals to discover for their new army an acceptable body of tradition in the proud, ambiguous, and at times criminal history of the German soldier. The author shows that, despite a complex of political obstacles, the founders of the Bundeswehr generally succeeded in persuading the international community and Germany itself that the army of the 1950s and 1960s would not revive the militarism of the past. However, the rapidity of the military buildup was a major drawback to their reform ideas. Certain officers and NCOs in the Bundeswehr undercut changes made by the leadership, and the debate on tradition building became a major political issue in the Federal Republic and NATO. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.
