Book excerpt: Throughout the South Pacific, notions of ‘culture’ and ‘development’ are very much alive—in political debate, the media, sermons, and endless discussions amongst villagers and the urban élites, even in policy reports. Often the terms are counterposed, and development along with ‘economic rationality’, ‘good governance’ and ‘progress’ is set against culture or ‘custom’, ‘tradition’ and ‘identity’. The decay of custom and impoverishment of culture are often seen as wrought by development, while failures of development are haunted by the notion that they are due, somehow, to the darker, irrational influences of culture. The problem is to resolve the contradictions between them so as to achieve the greater good—access to material goods, welfare and amenities, ‘modern life’—without the sacrifice of the ‘traditional’ values and institutions that provide material security and sustain diverse social identities. Resolution is sought in this book by a number of leading writers from the South Pacific including Langi Kavaliku, Epeli Hau’ofa, Marshall Sahlins, Malama Meleisea, Joeli Veitayaki, and Tarcisius Tara Kabutaulaka. The volume is brought together for UNESCO by Antony Hooper, Professor Emeritus at the University of Auckland. Book excerpt: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. Book excerpt: Although gossip is disapproved of across the world’s societies, it is a prominent feature of sociality, whose role in the construction of society and culture cannot be overestimated. In particular, gossip is central to the enactment of politics: through it people transform difference into inequality and enact or challenge power structures. Based on the author’s intimate ethnographic knowledge of Nukulaelae Atoll, Tuvalu, this work uses an analysis of gossip as political action to develop a holistic understanding of a number of disparate themes, including conflict, power, agency, morality, emotion, locality, belief, and gender. It brings together two methodological traditions—the microscopic analysis of unelicited interaction and the macroscopic interpretation of social practice—that are rarely wedded successfully. Drawing on a broad range of theoretical resources, Niko Besnier approaches gossip from several angles. A detailed analysis of how Nukulaelae’s people structure their gossip interactions demonstrates that this structure reflects and contributes to the atoll’s political ideology, which wavers between a staunch egalitarianism and a need for hierarchy. His discussion then turns to narratives of specific events in which gossip played an important role in either enacting egalitarianism or reinforcing inequality. Embedding gossip in a broad range of communicative practices enables Besnier to develop a nuanced analysis of how gossip operates, demonstrating how it allows some to gain power while others suffer because of it. Throughout, he is particularly attentive to the ways in which anthropologists themselves are the subject and object of gossip, making his work a notable contribution to reflexive social science. Written in an engaging and accessible style, Gossip and the Everyday Production of Politics will appeal to students and scholars of political, legal, linguistic, and psychological anthropology; social science methodology; communication, conflict, gender, and globalization studies; and Pacific Islands studies.

The consultation consisted of two major activities: country assessment studies and a regional consultative workshop. The country assessment studies were carried out by seven national experts in seven selected countries including Cambodia, China, India, Indonesia, Malaysia, Thailand, and Viet Nam. The consultative workshop was conducted in 5-6 November 2019 in Bangkok, attended by 33 participants including experts and government officers from 15 Asian countries and representatives from FAO, NACA and the Asian Institute of Technology. The findings of the assessment studies were presented to the workshop, and participants then worked on identifying gaps, constraints, and challenges in aquaculture governance in the region and put forward recommendations for further improvement. This publication presents the seven country assessment studies and the outputs of the workshop, including the summary of the status of aquaculture governance in the region, challenges and issues in governing process, and recommendations for further strengthening aquaculture governance in the region.

Applying a postcolonial lens to empirical knowledge from country-specific cases in former colonies in Africa, Asia, the Caribbean, the Pacific, and Latin America, this book examines how policing issues not aligned to Northern ideological positions and specific to non-Northern contexts are addressed. The primary purpose is to share innovations in the field of policing – service provision, threats to security, crime responses, justice and international trends – developed in postcolonial developing-country contexts. Given the aim of the book and the contributors’ own research on issues of policing across the globe, it discusses themes including but not limited to the colonial legacies and their impact on policing; how plural regulatory systems and partnerships are navigated by the police; the linkages between access to justice, community perceptions, and police legitimacy; innovations and challenges in organisational reform, crime prevention, and community partnerships; and the expanding roles of police organisations in the Global South.
