How were the governments of Margaret Thatcher and her successors able to tame the unions? In analyzing how an entirely new industrial relations system was constructed after 1979, Howell offers a revisionist history of British trade unionism in the twentieth century. Most scholars regard Britain's industrial relations institutions as the product of a largely laissez faire system of labor relations, punctuated by occasional government interference. Howell, on the other hand, argues that the British state was the prime architect of three distinct systems of industrial relations established in the course of the twentieth century. The book contends that governments used a combination of administrative and judicial action, legislation, and a narrative of crisis to construct new forms of labor relations. Understanding the demise of the unions requires a reinterpretation of how these earlier systems were constructed, and the role of the British government in that process. Meticulously researched, Trade Unions and the State not only sheds new light on one of Thatcher's most significant achievements but also tells us a great deal about the role of the state in industrial relations.

Book excerpt: The crisis in trade unionism is now a prevailing concern in the United States, as well as in Europe. Its main symptom is, of course, the decrease in union membership. Still, other, less observable elements account for the concern, namely the obsolescence of discourse, the decrease of militant motivation, and the question of efficiency of strikes or collective bargaining. One must keep in mind, however, that trade unions will evolve differently from one country to another. What we know about trade unions has changed over the years. We can now more accurately assess the effects of union action, especially with regard to labor market, wages, and productivity. This book adds to the assessment by integrating the new theories of organizations, contracts, and property rights. In doing so, we shift from a study of markets to one of hierarchies. Thus, the current literature comes back to its sources (but with improved analytical instruments) by returning to the Ross-Dunlop debate on the nature of the trade union. This more complex outlook of trade unions as an organization-not only as an abstract or bodyless supplier of monopolistic labor-allows one to understand better the apparent differences between unions (mainly American) whose action is oriented towards work relation ships and labor contract management and unions (European or "Latin") who are closer to a pressure group wielding power on the political front.

Information and communication technology has undoubtedly offered new opportunities for social movements, but while research suggests that these new means of communication can be used for trade union revitalization, few studies have examined what unions actually do on social media. By analysing more than 4500 videos that have been uploaded by Swedish trade unions, Jansson and Uba explore how unions use YouTube to address issues such as recruiting new members, improving internal democracy, promoting political campaigns and constructing (new) self-images. The results demonstrate that trade unions representing a range of social classes use different revitalization strategies via YouTube. This research will be of use to students and scholars researching European politics and political participation, trade unionism and labour movements in the digital age.

Given the economic advantages of union membership, one might expect to see higher rates of organization across industries, but labor affiliation is at an all-time low. What accounts for this discrepancy? The contributors in this volume provide a variety of perspectives on this paradox, including discussions of approaches to and findings on the histories, cultures, and practices of organized labor. The analytical starting point is that trade unions are conservative institutions containing significant veto points to organizational change, but at the same time can display dynamism and innovation, and that external challenges can therefore stimulate important internal adaptation. The book engages with the debates of the past two decades on union modernization and revitalization, and more generally with theories of institutional change and with the literature on varieties of capitalism. The central theme is that while trade unions do not easily change identities and core practices, they are not locked into inertia. Trade unions are not unitary actors but are internally contested organizations, and internal conflict is itself a potential source of dynamism. The literature on "revitalization" has tended to divide between the over-optimistic and the over-pessimistic; this study presents a more nuanced and differentiated account.
