The author argues that the “crisis resolution” of the former – principally the Thatcherite reforms of the 1980s – led to the emergence of the banking crisis. Further, Kirkland demonstrates how narratives of blame have emerged and were used in both instances to promote specific agendas. Narrations of blame and crises were used to curb the trade union powers in the 1980s, whilst the 2007 crisis was quickly reframed as one of excessive government spending, which in turn has led to policies of austerity.

Not only governments, but social movements were also touched by the establishment of the Independent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.

By concentrating on the existing membership and bread-and-butter issues, and not organizing new members, unionism could not deal with the attack on the social contract by employers and the government beginning in the United States in the late 1970s. However, while many people are claiming that organized labor is a dinosaur, Schiavone argues that a strong union movement is needed now more than ever. On purely bread-and-butter issues, these unions have achieved better collective bargaining agreements than their rival mainstream unions, as well as organizing more new workers per capita. How much strength organized labor will regain by embracing social justice unionism is uncertain, but it is a beginning.

Their research revealed both formidable challenges and inspiring examples of immigrant mobilization that often took shape as innovative social countermovements. Using case studies from a carwash organizing campaign in the United States, a sans papiers movement in France, Justice for Cleaners in the United Kingdom, and integration approaches by the Metalworkers Union in Germany, among others, the authors look at the strategies of unions toward immigrants from a comparative perspective. This experience as a participant observer informs and enlivens Solidarity Transformed, an illustrative, nuanced, and insightful account of how labor unions in Latin American are developing new strategies to defend the interests of the workers they represent in dynamic global and local contexts. Anner combines in-depth case studies of the auto and apparel industries in El Salvador, Honduras, Brazil, and Argentina with survey analysis. Altogether, he documents approximately seventy labor campaigns—both successful and failed—over a period of twenty years. Anner finds that four labor strategies have dominated labor campaigns in recent years: transnational activist campaigns; transnational labor networks; radical flank mechanisms; and microcorporatist worker-employer pacts. The choice of which strategy to pursue is shaped by the structure of global supply chains, access to the domestic political process, and labor identities. Anner's multifaceted approach is both rich in anecdote and supported by quantitative research. The result is a book in which labor activists find new and creative ways to support their members and protect their organizations in the midst of political change, global restructuring, and economic crises.
