Book excerpt: Organizing Matters demonstrates the interplay between two distinct logics of labour’s collective action: on the one hand, workers coming together, usually at their place of work, entrusting the union to represent their interests and, on the other hand, social bargaining in which the trade union constructs labour’s interests from the top down. The book investigates the tensions and potential complementarities between the two logics through the combination of a strong theoretical framework and an extensive qualitative case study of trade union organizing and recruitment in four countries – Austria, Germany, Israel and the Netherlands. These countries still utilize social-wide bargaining but find it necessary to draw and develop strategies transposed from Anglo-American countries in response to continuously declining membership.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. It analyzes the early history of road haulage unions, the creation of the TGWU, the failure to organize the industry during the 1930s and the consequent reliance upon statutory regulation of wages and conditions, and the subsequent institutional stasis of the TGWU during the 1950s. The transformation and expansion of union organization during the period of 1963-1973, conceived as the mobilization of collective power by workers within the employment relationship, is explored in case studies of TGWU branches in Birmingham, Liverpool and London, and within the wider context of TGWU. The retrenchment of union organization as a result of recession and Conservative government legislation, 1980-1994, is explored. The book concludes with an assessment of theories of unionization and democracy, and the role of leadership, with reference to the historical development of British trade unionism. The research utilizes oral and documentary sources, including hitherto unused archives of the TGWU and the Road Haulage Association.

Considering the destructive impacts of those policies on the working class and their unions, it explores three case studies in three productive sectors: the metal sector (Autoeuropa/VW); the telecommunications sector (PT-Telecom/Altice); and the transport sector (TAP – Air Portugal). In order to gather empirical information, the study uses qualitative methods, such as in-depth interviews and focus groups. The book shows that social dumping, brutal unemployment growth, increasing poverty levels, spreading precariousness, wage cuts and labour rights suppression were some of the consequences of this period on the working class and trade unions. Drawing on the “power resources” theoretical approach, it shows how trade unions were able to react and “reinvent” themselves in terms of certain forms of power, while others “imploded” or were relegated to a marginal role.

Presenting a history of the labor movement in Iran, he begins with the genesis of the movement from 1906 to 1921 and then looks at the state of labor unions under Reza Shah from 1925 to 1941. During the 1940s polarization between the unions and the government increased, as did Soviet and British influence on the unions. From 1946 to 1953 Iran saw the rise and fall of government-controlled unions and, after 1953, workers without unions. After years of frustration and countless examples of contradiction between words and deeds, the workers and most of the politically aware populace became cynical about constitutional government, parliamentary elections, the promises of the ruling elite, and the friendship of the Western powers. Ladjevardi’s account of the labor movement in Iran leaves little doubt as to why the workers turned against them all: the monarchy, “Western democracy,” and the West itself.
