It is found that both factors had significant impact on Germany's trade surplus during the analysed period. Use of a piecewise linear regression technique, moreover, identifies changes in the development of Germany's trade surplus over time. A temporary downward shift in the consistent growth trend of Germany's trade surplus between the first quarter 1998 and the fourth quarter 2002 is seen to be due to changes in Germany's fiscal and monetary policy during the introduction phase of the Euro.

Book excerpt: We estimate a three-region (DE-REA-RoW) structural macroeconomic model, and we provide a counterfactual on how nominal exchange rate flexibility would have affected the German trade balance (TB) by simulating the shocks of the estimated model under a counterfactual flexible exchange rate regime. The actual and counterfactual TB trajectories are similar overall. Results suggest an around 2 pp lower trade surplus during 2012-15 together with a stronger real effective exchange rate in the counterfactual. The latter shows a similar upward trend in the TB, however, and the 2012-15 gap between actual and counterfactual closes at the end of the sample.

More specifically, it explains the disruptive consequences of a long-running stagnation in domestic investment in the face of rising German savings, particularly at corporate and government levels. It also offers a political explanation of how German elites have understood (and often misunderstood) the trade surplus, and it links major distributional choices in Germany's domestic political economy to the disruptive international trade and investment flows. The result is what one might call a “political narrative of unbalanced growth.” The argument has implications for the increasingly tense German-American Transatlantic economic relationship.

Book excerpt: The Classical economist of the 19th century, with his faith in the ultimate efficiency and equity of free, impersonal markets, would certainly be amazed and dismayed by the developments in foreign exchange markets during the last thirty-five years. With the exception of the United States no important trading nation in the world of today maintains a freely convertible currency. On the contrary, each nation maintains a more or less comprehensive system of controls over the receipts and payments which can be effected in international markets. Recent efforts to reduce the extent and rigor of exchange regu lation, notably in Western Europe, have yielded modest results; it seems unlikely, however, that foreign exchange transactions will ever again be completely free of controL Foreign exchange control, with a greater or lesser degree of bilateralism, is a product born largely of necessity. Two world wars and a major world-wide depression so distorted the pattern of world trade and investment that free markets were simply unable to achieve their "normal" automatic adjustment. Ex change control, on the other hand, has demonstrated its efficiency as a means of maintaining a semblance of order in disorganized international markets. Unfortunately, however, exchange con trol also has great possibilities for further distortion of the pat tern of world trade, for discrimination, and for economic ex ploitation - for economic effects generally considered undesirable.
