Book excerpt: To cope with several challenges to its economic regime, Mauritius has undertaken recently bold reforms aimed at liberalizing its trade regime and boosting competitiveness; the reforms have begun to bear fruit, providing a real GDP growth of 51% on average per year since 2003, according to a WTO Secretariat report on the trade policies and practices of Mauritius. The strong growth in the Services sector, the most important in terms of its contribution to GDP (almost 70% in 2006), and the recovery of the textile industry have provided the backbone to this good performance. The report adds that Mauritius trade regime would benefit from increased predictability if the gap between applied and bound rates were reduced and the existing services commitments were improved to make them better reflect the current more liberal regime applied in the sector. The report also notes that Mauritius' participation in various regional trade agreements is difficult to manage and to reconcile with its plans to transform the country into a duty-free island. The WTO Secretariat report, along with a policy statement by the Government of Mauritius, will be the basis for the third TPR of Mauritius by the Trade Policy Review Body of the WTO on 23 and 25 April 2008.

The reviews are conducted on the basis of a policy statement by the Member under review and a comprehensive report drawn up by the WTO Secretariat. The second review of Mauritius was concluded in November 2001. It finds that there has been sustained growth over the last 20 years, attributed to sound macroeconomic policies and preferential market access, although it is noted that Mauritius has attracted less foreign direct investment than other developing countries.

Examining trade policy reviews throughout the lifetime of the TPRM, this book details its evolution from Article X of the General Agreement on Tariffs and Trade to the proposed modifications resulting from the mechanism's latest appraisal, examining the budgetary capabilities and technical performance of all the main entities who participate in the reviews. On the basis of these considerations, the author concludes that in order to remain relevant, especially in times of increased global protectionism, the TPRM could, and should do better, and provides unique and timely suggestions for reform.

Its economy has sustained high 6 per cent annual growth for two decades, first driven by sugar, then textiles and clothing, and tourism, and most recently by financial services. Economic growth and structural change were achieved while maintaining national stability and social cohesion. Once only another commodity producer, today the country is the leading exporter of manufactures in sub-Saharan Africa. The main theme of the report is that Mauritius must shift more forcefully into higher value sectors, including financial services, business services and information technology to sustain high growth. Wealth in these sectors is derived from knowledge networks and a sophisticated support infrastructure that demands substantial capital and expertise. Conclusions and recommendations include the following: Overhauling policy and operational framework for FDI in line with "best practice" standards. Shifting more forcefully into higher value sectors.
