Book excerpt: This is a study of the link between foreign trade and industrial employment in Mexico. A general conclusion is that Mexico's potential employment-gains from an expansion of manufactured exports are extremely low. Another is that this cannot be attributed to labour market distortions. the national level of analysis, the study focuses first on export patterns and policies while relating these issues to the current financial crisis. Econometric techniques and a model of balance of payments are applied. The main result is the policy efforts to stimulate manufactured export growth are efficacious for attaining external balance. Second, the export performance of the manufacturing sector is appraised in relation to the objective of employment generation. The results lend support to the hypothesis that Mexico will find its comparative advantages in the export expansion of modern industries which adopt high-technology production processes. Using imput-output techniques and skill data by industry, it is shown that growth in external demand has little to offer for the solution of the urban employment problem and to the objective of improving income distribution. the labour market of metropolitian monterrey, the capital city of the state of Nuevo Leon. An input-output model for Nuevo Leon is presented in this part of the study. By using survey and secondary data, interindustry flows and final demand sectors are estimated. A modified version of the supply-demand pool technique is then used to derive the matrix of regional input coefficients. Multiplier analysis is performed and the employment effects to the state's manufactured exports are estimated. In general, the results confirm the conclusion drawn at the national level of analysis, and illustrate the importance of considering regional variables when designing trade and employment policies.

This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.

Book excerpt: Improved competitiveness is at the top of the agenda for Mexico as it moves to leverage economic progress made over the past decade. The authors evaluate the impact of changes in trade facilitation measures on trade for main industrial sectors in Mexico. They use four indicators of trade facilitation: port efficiency, customs environment, regulatory environment, and e-commerce use by business (as a proxy for service sector infrastructure). The authors use gravity model results to consider how much trade among countries might be increased under various scenarios of improved trade facilitation. They follow a simulation strategy that uses a formula to design a unique program of reform for each country in the sample, and apply it to the case of Mexico. The formula brings the below-average countries in the group half-way to the average for the entire set of countries. After simulating these improvements in trade facilitation in all four areas, the authors find that the total increase in trade flow in manufacturing goods is estimated to be $348.2 billion (about 7.4 percent of total world trade). The analysis indicates that Mexico has a large scope for trade promotion from trade facilitation reform: overall increments from domestic reforms are expected to be on the order of $31.8 billion, equivalent to 22.4 percent of total Mexican manufacturing exports for 2000-03. On the imports side, these figures are $17.1 billion and 11.2 percent, respectively. In total exports as well as in textiles, increases in exports result from improvements in port efficiency and the regulatory environment (that is, the perception of corruption). In turn, exports of transport equipment are expected to get a greater increment from improvements in port efficiency, whereas exports of food and machinery seem to be more related to improvements in the regulatory environment. On the imports side, Mexican improvements in port efficiency appear to be the most important factor, although for imports of transport equipment improvements in service sector infrastructure are also of relative importance.

Especially in Hong Kong, Korea, Singapore, and Taiwan, exports increased dramatically both in absolute terms and as a percentage of GNP. In the 1980s, however, preferential trading arrangements (PTAs) began to emerge as significant factors affecting world trade. This volume contains thirteen papers that analyze the tensions between multilateral trading systems and preferential trade arrangements and the impact of these tensions on East Asia. The first four chapters introduce PTAs conceptually and focus on the unique political issues that these agreements involve. The next five essays present more direct empirical analyses of existing PTAs and their economic effects, primarily in East Asia. The last four papers concentrate on the outcomes of individual East Asian nations' trading policies in specific instances of preferential agreements.
