It connects the outcomes in GVC-led industrial restructuring and upgrading to industrial policy choices in trade and FDI liberalisation, in particular those through FTAs. With the share of manufacturing in GDP stagnant at around 15–16% since the 1980s, India’s policymakers have pinned their hopes on greater integration into GVCs to revitalise the manufacturing sector. The multiple FTAs the country has signed over the last few years, specifically the ones with the Association of Southeast Asian Nations (ASEAN), South Korea, Malaysia and Japan have been sought to be rationalised using the same argument. The book argues that failing to factor in the industrial policy causalities involved in sustainable indigenous technology development, structural barriers to the entry into GVCs, the assessments of the available evidence on the adverse impact of trade and FDI liberalisation as well as existing FTAs on firm-level incentives for undertaking domestic production, and the industrial policy constraints imposed by FTAs can prove costly for the trajectories of developing country economies, including India. Book excerpt: The paper attempts to fill a knowledge gap by examining India’s pulse complex, consisting of production, consumption, and trade policies. India’s pulse policies are anchored in a cereal-centric farming system and prioritize national self-sufficiency as well as the mitigation of relative price increases in food. On the farmer side, government policy includes price support (a minimum support price [MSP]) for different pulses initially without procurement, but later backed by public procurement. The MSP plus procurement elicited a comparatively high supply response. Without procurement, the MSP worked only to anchor prices and benefit traders at the farmers’ expense. By not accounting for the needed risk premium (for a supply response) the MSP kept domestic production low. Even as the world’s largest importer of pulses, the scale of pulse imports in India have generally not been large enough to cool its markets and bring down domestic prices. Instantaneous supply adjustments by exporters in response to trade policy changes are difficult.

Book excerpt: For about 40 years (1950-90), foreign trade of India suffered from strict bureaucratic and discretionary controls. Similarly, foreign exchange transactions were tightly controlled by the Government and the Reserve Bank of India (RBI). From Independence in 1947 till mid-1990s, India, with some exceptions, always faced deficit in its balance of payments, i.e. value of imports always exceeded the value of exports. Exports remained relatively sluggish owing to lack of exportable surplus, competition in the international market, inflation at home, and increasing protectionist policies of the developed countries. Beginning 1991, the Government of India introduced a series of reforms to liberalise and globalise the Indian economy. Indias approach to openness has been cautious, contingent on achieving certain preconditions to ensure an orderly process of liberalisation and ensuring macroeconomic stability. The broad approach to reforms in the foreign trade sector was laid out in the Report of the High Level Committee on Balance of Payments (Chairman: C. Rangarajan), 1993. The major trade policy changes in the post-1991 period have included (a) simplification of procedures, (b) removal of quantitative restrictions, (c) substantial reduction in the tariff rates, (d) moving towards current account convertibility, (e) liberal inflows of private capital, (f) shift towards market-determined exchange rate, (g) gradual liberalisation of restrictions on outflows, (h) focus on export growth and (i) attracting non-debt creating capital flows. In recognition of the growing importance of foreign trade in the Indian economy, this book provides a comprehensive description and analysis of post-Independence developments in Indias foreign trade and allied sectors with focus on post-1991 period. The book contains 19 chapters which are categorized into the following six theme parts: Part I: International Trade: Theoretical Settings and Emerging Pattern.
