Book excerpt: The true meaning of many of these clauses will not be fully understood until the limits are tested by a dispute panel process that enables the parties to the agreement, individuals, and corporations to launch complaints against governments, and to be awarded compensation for violations. [...] For example, one panel stated: "In signing the Agreement, the Parties recognized that constitutionally valid measures may be contrary to the Agreement and may need to be changed in order to achieve the objectives of the Agreement."9 TILMA, by pairing the strict wording of the AIT with the ability of private investors to enforce it, will significantly limit the policy space provincial and local gov [...] TILMA's first article states that in the event of an inconsistency between it and the AIT, "the provision that is more conducive to liberalized trade, investment and labour mobility prevails between the Parties." This clause means that in bringing complaints against governments, private interests will be able to choose the provisions from either the AIT or TILMA that are the most favourable to the [...] Governments, if their example, that regulations measures were challenged, might put forward alternative, less that restrict the "expansion forceful definitions to the words "restrict" and "impair."16 It would then be up to a panel to decide from the range of possible of an enterprise" such as a meanings what "impair" and "restrict" mean in the context of the chemical plant or ski resort agreement [...] According to the AIT panel in the Alberta/Quebec complainant needs only to margarine case, neither the complainant nor the panel have to establish a "prima facie" case "engage in a detailed economic analysis of the measure's impact." Book excerpt: This paper assesses the costs of internal trade barriers and proposes policies to improve internal trade. Estimates suggest that complete liberalization of internal trade in goods can increase GDP per capita by about 4 percent and reallocate employment towards provinces that experience large productivity gains from trade. The positive impact highlights the need for federal, provincial and territorial governments to work together to reduce internal trade barriers. There is significant scope to build on the new Canadian Free Trade Agreement to more explicitly identify key trade restrictions, resolve differences, and agree on cooperative solutions.

She argues that in every process of communication, whether face to face or through the media, fashion, and political propaganda, there is always an excess beyond the informative and functional value of a message. This excess is the aesthetic. Following Huizinga's view of play as an ingredient of any social environment, Mandoki explores how various cultural practices are in fact forms of playing since, for the author, aesthetics and play are Siamese twins. One of the unique contributions of this book is the elaboration and application of a semiotic model for the simultaneous analysis of social interactions in the four registers, namely visual, auditory, verbal and body language, to detect the aesthetic strategies deployed in specific situations. She argues that since the presentation of the self is targeted towards participants' sensibilities, aesthetics plays a key role in these modes of exchange. Consequently, the author updates important debates in this field to clear the way for a socio-aesthetic inquiry through contexts such as the family, school, medical, artistic or religious traditions from which social identities emerge.
